    After a seismic event, every installation undergoes physical and functional damage, threatening many urban functions present, yet it retains certain features that becomes fundamental in confronting the emergency. These strategic functions may have been provided by a program of targeted measures, but sometimes they are inherent in the urban fabric that, over time, has become characterized by open spaces (squares, parks, gardens, car parks, etc.), wide streets, even buildings (historical or new) that are structurally capable of withstanding earthquakes and that can become strategic points of service in the emergency. In analysing free spaces, connections or the structures created for emergency management, one also generally accounts for the system interconnection among emergency facilities and the accessibility to the local context. The goal of planning an intervention system in anticipation of seismic events or the reconstruction process in the event of disasters must concern the reorganization of urban systems and the referred building, which should be considered in restoring both access systems to urban areas as well as those linked within the urban fabric, while the other side has to take care of reassembling functional, formal, infrastructural and structural buildings damaged and the possible interference with public spaces, in accordance with the urban system and construction and with the close relationship between the environment and urban landscape

    The increasing scarcity of land and the ever-rising amount of waste produced worldwide, coupled with the consequent change of focus by policy makers from waste disposal and recovery to waste prevention is boosting research in the 'economics of waste'. This volume addresses waste-management and waste-disposal issues, embedding them in spatial, systemic and trade-related frameworks. The collection is policy oriented, including socio-economic and political science perspectives in order to provide an understanding of real world phenomena, and thus maximize its value for policy making. The book includes contributions on the linkages between income and waste generation and landfilling (such as the ‘waste Kuznets curve’ conceptual framework), in addition to papers that bring together policy-oriented analysis of instrument effectiveness and the spatial nature of waste phenomena. On top of this, there are pieces of research emphasizing technological spillovers and trade at interregional and intercountry levels. The comparative analysis of policy effectiveness and efficiency at the regional and country levels is also covered, including the assessment of the potential role of illegal management of waste in determining waste performance. To give a spatial and comparative flavour, the book includes work on the evaluation of waste-related externalities, with examples covering household, industrial and special waste. The wide set of methodologies and issues included in this book make it a comprehensive starting point for scholars and policy makers interested in waste-related research

    Copertura, attendibilità e validità degli indicatori bibliometrici tratti da Google Scholar nel campo delle scienze politiche e sociali (CAVIB Scholar)

    L’obiettivo del progetto di ricerca CAVIB Scholar è quello di valutare l’attendibilità e la validità degli indicatori bibliometrici tratti da Google scholar nonché il loro grado di copertura della produzione scientifica nelle aree cosiddette non bibliometriche. Attingendo a diverse fonti di dati (Google scholar, Scopus, Web of science) è stato creato un dataset al livello di base delle singole pubblicazioni e un dataset aggregato al livello degli autori. Oltre alla copertura, è stata analizzata l’attendibilità degli indicatori delle diverse dimensioni della produzione scientifica attraverso l’analisi delle correlazioni e la validità degli indicatori bibliometrici utilizzando diversi criteri esterni (punteggi individuali VQR 2004-2010 ed esiti ASN 2012). Le analisi sono state sviluppate per i docenti afferenti all’Area 14 – Scienze Politiche e Sociali che, per quanto riguarda la produzione scientifica, presentano una certa eterogeneità interna che è risultata utile in fase di analisi. La copertura della produzione scientifica da parte di Google scholar è risultata sicuramente più ampia di quella offerta da Scopus e Web of science ma non così estesa come generalmente sostenuto. Gli indicatori tratti da Google scholar presentano un elevato grado di attendibilità e soprattutto di validità. La discussione dei risultati ottenuti tiene conto dei diversi contesti valutativi nei quali possono svilupparsi gli esercizi bibliometrici

    Multi-Tasking in the Waste Realm. Theoretical and Empirical Insights on Management and Disposal Performances

    We investigate waste management and disposal performances through the lens of the multitasking model (Holmstrom and Milgrom, 1991) to analyse the conversion that occurred in the Italian municipal waste management system, which is of interest due to its idiosyncratic and extensive decentralisation of waste management and policy decisions. We empirically root the research on a large panel dataset that covers 103 provinces over a decade. Waste management and waste policy incentives are tested. Main results are that increasing the price of landfill taxes promotes the primarily technological substitute to disposal, i.e. recycling, and consequently is able to promote separate collection. With regard to the new tariff, it constitutes an economic incentive to promote separate collection, because its structure includes tax breaks for those people who reach a certain amount of separate collection. More negative outcomes – but coherent with the multi-tasking model – emerge when assessing the determinants of waste generation: neither the tariff nor the landfill tax is statistically significant drivers of waste generation
