Separati alla nascita: dei rapporti tra sociologia e diritto del lavoro
This paper aims at reconstructing the reasons why no close relationships exist between sociology and labour law. The problems outlined will be addressed both in theoretical and methodological terms. After dealing with the correspondence between specific areas of labour law and sociological issues and with the sociological tradition in this field, the author reconstructs the relationships starting from E. Durkheim's thought, devoted to promote solidarity and social integration. The genesis of the split between sociology and labour law has been traced back to M. Weber and his controversy with the Verein für Socialpolitik. While Verein's intention was to inspire social politics during the industrialization process, Weber's intention was that social sciences should not be based on ideological options nor sustain political solutions. In contemporary times the gap between labour law and sociology is due to the fact that the social- economic sphere has prevailed on the juridical-political one. The author draws the conclusion that a stronger relationship between sociology and labour law is needed
THE JOB QUALITY IN THE 21ST CENTURY: A ROAD MAP TO A NEW DEVELOPMENT MODEL
This study explores the job quality as a pivotal issue in the 21st century, and, at the same time, assigns it a key role in fostering social development and sustainability. The main approach of this paper is a qualitative one, although the author mainly refers to data from international organizations. The author is currently working on these issues, both in terms of the development theory and in terms of empirical studies. This study focuses on two issues, namely working conditions and the greening of work, both of which are going to impact the evolution of the job quality in the 21st century. The first issue relates to working conditions, as there is a compelling need to improve the quality of employment both in advanced and developing countries. The second issue focuses on the transition towards the green economy, the only possibility to relaunch development and to guarantee the environmental survival. This transition requires, at the same time, the production and the employment sectors to undergo a reconversion process. This study is structured as follows. The first paragraph investigates the current working conditions and outlines some measures needed to improve the job quality; the second paragraph analyzes the job quality from the perspective of the greening economy. In the first paragraph our analysis highlights that the measures needed to improve the working conditions lie in tackling unemployment in advanced and emerging countries and in promoting decent work for all. Although progress has been made in some cases, in many countries working conditions are still characterized by high levels of informality, working poverty and vulnerable employment. Making progress in these fields means upgrading the economic and social capabilities of workers and improving social protection institutions. While investigating the difficulty of assigning a clear definition to the term “Green Job” (GB), this paragraph also shifts the research focus to those economic fields that fall into the area of interest of the Green Economy. The Green Economy can offer new development opportunities to advanced as well as emerging countries. Planning employment policies is a key strategy that facilitates development and investments within the Green Economy; indeed, the workforce employed in this sector needs to acquire specific job competencies that will further boost its growth. The results of this paper shed light on the fact that while being a shared issue by both developed and developing countries, the job quality proves to be a driver for development. In addition, the policies in the field of job quality encompass measures such as social inclusion, support to women, education and equal opportunities, and therefore it is imperative that both the governments of developing and developed countries work consistently towards the implementation of such measures. The conclusions of this paper show that the job quality in the 21st century sees a convergence between the Northern and Southern countries of the world. Both areas share the need to improve the qualitative and quantitative levels of employment, to eradicate poverty (which is endemic in the Southern part of the world and is still growing in emerging and advanced countries like China), to promote social inclusion among the weakest subjects of the job market and to make their industrial productions more environmentally sustainable (greening economy) by means of a suitable professional and technological conversion. Apprendistato, Formazione e Politiche attive del lavoro. Osservazioni sulla L. n. 78/2014
In questo contributo ci concentreremo su un aspetto specifico delle politiche attive per l’impiego riservate ai giovani: la formazione. In particolare tratteremo della formazione impartita nell’ambito dell’apprendistato, così come viene novellata dalla L. 78/2014 del Governo Renzi.
Dato il difficile con¬tes¬to economico-produttivo che analizzeremo, gli or¬¬ga¬¬nismi internazionali e la UE chiedono di promuovere misure di for¬ma¬zio¬ne, aggiornamento e riqualificazione professionali, ritenendole strategiche, perché volte a sostenere l’oc¬cu¬pa¬bi¬li¬tà dei sog¬getti.
In particolare i gio¬va¬ni sono una categoria cui prestare la massima attenzione sia perché sono stati colpiti dalla crisi 2007-2013, sia perché investire su di loro equivale a investire sul futuro. Relativamente alla situazione italiana, concentreremo l’attenzione sull’anda¬men¬to del¬l’occu¬pa¬zio¬na¬le giovanile e sugli esiti del¬la for¬mazione impartita. Infine, svol¬ge¬re¬mo alcune bre¬vi con¬¬si¬de¬razioni conclusive cir¬ca le misure va¬rate in proposito dal Governo Renzi, che, però mostra di non valorizzare la formazione.
Adele Bianco, Apprenticeship, Training and Active Labour Market Policies. Remarks on the Law n. 78/2014 of the Renzi Government
The aim of this paper is focused on a specific topics of the Active Labour Market Policies targeting young people: training. Particularly we are going to pay attention on training in the Apprenticeships, as it is reformed by Law no. 78/2014 of the Renzi Government.
Firstly, we are going to analyze the difficulties of the economic and productive structure; secondly we are going to analyze what the International Organizations and the EU asking for measures to promote training, considering it the strategic support of the employability. Particularly, young people are an extreme care and important category, because they have been affected by the 2007-2013 crisis, and because investing in them means to invest in the future of the economic and productive structure.
Thirdly, regarding to the Italian situation, we will focus on the situation of youth employment and the results of the training received by young people. Finally, it will turn to some brief concluding remarks about the measures taken in this regard by the Renzi Government, which, however, appears not to enhance the training.

The Emerging Middle Classes and the Labour Market Policies: Actors and Drivers of BRICS’ Development
This paper is structured in two sections and has a two-fold aim: defining middle classes
as the social actors who are able to bring about the social change in the BRICS; detailing how
labour market policies are necessary for development.
The first section is devoted to the recent rise of middle classes in the BRICS. In the Southern part
of the world, middle classes have not emerged in the past as a driving force, nor as a social class
able to bring about modern dynamism and social transformations, but more as an elite 1 .
Nevertheless, we believe that the recent rise of middle classes in the BRICS countries, despite the
distinct geo-cultural settings, is a sign that development has made steps forward in the
aforementioned social contexts. That is the reason why nowadays the middle classes in the
BRICS can be considered as the main social actor promoting social change processes among its
countries2.
In the second section, particular emphasis will be put on the analysis of the role of active labour

The Naval Profession in sociological thought: the Norbert Elias’ contribution
This paper examines the Norbert Elias’s study of naval profession at the times of Elizabeth I, Queen of England. Elias analyzes firstly the genesis of the naval profession as a social change process. In the last decades of the sixteenth century, the economic system did further trade activities, reducing at the same time the importance of agriculture. The same happened to the status groups and social classes involved in these economic sectors. The genesis of the naval profession reflects this process. Secondly, only by overcoming the conflict between the craftsmen workers skilled in navigation and the gentleman soldiers skilled in fighting and coming from the ranks of the military, the development of English modern navy was possible. The conflict between these two social groups — distant in values, guidelines and life chances — generated a process of social change. Its outcome was a professional naval officer body and the England's hegemony on the seas. Moreover, the technical innovation in navigation required a significant transformation of sailing skills and consequently an institutionalized training program. Elias lastly compares the evolution of the English navy to those of the other major naval powers at that time: France and Spain. The reason behind the success of the English navy, according to Elias, was primarily social in nature. In England the social status of the land army military did not outweigh that of the sailors, as was instead in the continental nations
La concezione di mutamento sociale in Georg Simmel
The paper aims at reconstructing Georg Simmel’s social change idea, deriving it from his works. In fact, he did not developed it fully. Simmel’s social change idea has got a theoretical basis, because of the ‘philosophy of life’ (Lebensphilosophie). The starting point of Simmel’s theory is ‘life’ (Leben). The life needs a series of processes to continue itself. Cell reproduction e.g. enables an organism to be alive (Mehr Leben). Such
processes need to be organized and they are functional in perpetuating life itself (Mehr als Leben). In other words, Mehr als Leben allows life to consolidate and project itself into the future. This means overcoming the balance reached earlier and to adapt to the surrounding changing environment. Adaptation implies even minimal adjustments, i.e. continuous change. From the sociological point of view the life (Leben) of the society is the interaction between human beings. The social interaction means, according to Simmels’ opinion, reciprocity (Wechselwirkung) (Mehr Leben), mutual influences, and it enables a network of relationships. The next step is transforming social interaction into objective forms, i.e. less dependence from contingency, setting a supra-individual and more general level (Vergesellschaftung) (Mehr als Leben). The sociation forms (Formen der Vergesellschaftung) adapt themselves to changing human society
