Strategic Planning for Renewables in England
For the UK to achieve its climate objectives, it needs to rapidly increase the supply of electricity from renewable energy, including in England. An effective planning system is a critical success factor, and the literature emphasizes the importance of strategic planning to deliver this growth. The key elements of strategic planning for renewables identified are spatial planning, effective coordination and collaboration, and meaningful public participation in decision making.
This research investigates whether strategic planning for renewables is happening in England. It does this by assessing the extent of spatial planning, coordination and collaboration, and public participation in renewable energy planning. The research focuses on the East of England region but seeks to apply the findings to England overall. The subjects of the research are local, regional, and national organisations who operate in the region and have a role in planning for renewables. The research adopts a Documentary Research Methodology, and so analyses the published documentation of these organisations. All identified documents are subject to quantitative analysis, and a smaller number are subject to additional qualitative analysis.
The findings of the research are that there is very limited evidence of strategic planning for renewables, from either local, regional, or national organisations. The exception to this is planning for offshore wind, where there is evidence of both spatial planning, and effective coordination between key organisations. However, even for offshore wind, there are limited opportunities for public participation. There are also questions over the accountability and legitimacy of those organisations with the most important roles. The research concludes with some recommendations on how the English planning system could do more to strategically plan for renewables, and some reflections on the strengths and weaknesses of the research
