The Downtown Plan made a series of recommendations for improving poor business and physical conditions in downtown Winston. One of the recommendations of the Downtown Plan was to examine the use of urban renewal to help provide the funds and tools to treat the conditions that impeded development and new investment in downtown Winston.... The Report on the Winston Urban Renewal Plan provides supporting technical data and information to assist the general public and the City Council in its assessment of the urban renewal plan.
