FAKTOR-FAKTOR YANG MEMPENGARUHI PENENTUAN PEJABAT STRUKTURAL ESELON II DI PEMERINTAH DAERAH DAERAH ISTIMEWA YOGYAKARTA
Penentuan pejabat struktural setiap daerah mempunyai dinamika yang berbeda-beda, salah satunya adalah penentuan pejabat struktural di Daerah Istimewa Yogyakarta. Dimana Yogyakarta adalah satu-satunya provinsi yang mempunyai gubernur bukan berasal dari partai politik, hal inilah yang menjadikan dinamika penentuan pejabat struktural di Daerah Istimewa Yogyakrta dengan daerah lain berbeda. Dalam pelaksanaan penentuan pejabat struktural sangat rentan sekali terhadap factor -faktor politik ataupun factor patronage. Maka dari itu perlu pembenahan pada pelaksanaan proses rekruitmen pejabat struktural eselon II. Dengan adanya pembenahan system rekruitmen maka diharapkan pejabat struktural eselon II merupakan orang-orang pilihan yang mempunyai kompetensi dan integritas dalam menjalankan tugas. Dengan begitu maka akan tercipta pelayanan kepada masyarakat dengan baik karena penempatan pejabat struktural sesuai dengan kompetensi dan integritas masing-masing organisasi. Maka penggunaan metode merit system sangatlah tepat untuk proses rekuitmen pejabat struktural eselon II, sedangakan faktor yang bisa mempengaruhi penentuan pejabat struktural adalah faktor kompetensi, faktor prestasi kerja dan faktor penilaian secara objektif. Sedangkan untuk faktor kepentingan, faktor politik dan patronase tidak menjadi faktor penentu dalam pelaksanaan penentuan pejabat struktural di lingkungan Pemerintah Daerah Istimewa Yogyakarta. Dengan begitu menandakan bahwasannya pelaksnaan penentuan jabatan struktural di lingkungan pemerintah daerah istimewaa Yogyakarta sudah menggunakan merit system sehingga pejabat yang terpilih merupakan pejabat yang mempunyai kompetensi dan integritas untuk kepentingan public dan pelayanan public

To creating the resources of the competent apparatus needs to reforming the bureaucracy in civil service sectoral. Government should give the special attention toward the civil service system in Indonesia. Especially in regeneration of structural functionary or functionary promote. The government of Yogyakarta Special Region had been used the different method to implementation the functionary promotion, such as used a few level with between administration selection, assessment center, and fit and proper test. The method had been used by the government of Yogyakarta Special Region with prospect it can be created the resources of the competent apparatus by professional, with the result that created the good governance and good public service
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Human Resources Planning of Government Apparatus in Special Region of Yogyakarta in 2017
Human resources planning apparatus is a system of development of human resource management. With the existence of good planning in managing the human resources of an agency, the expectation is to achieve the goals of the organization/institution with various planned strategies. The Regional Staffing Agency (BKD) of Daerah Istimewa Yogyakarta (DIY) collaborates between national policies and regional policies, especially in staffing affairs if there is a connection with the DIY Specialties business as one of the strategies in addressing the problems between the two. In this study used a qualitative descriptive method. Collection through interviews and data analysis in the form of documents. In this study, the authors explain about the human resource planning apparatus carried out by the Regional Government of DIY in 2017. The result of this research is that The Regional Staffing Agency of DIY in fulfilling needs, especially in staffing affairs has been well prepared and with a fairly fast process. When an organization requires new employees to complete the government organization, BKD DIY will respond and of course with consideration of employees who are good enough from the aspect of ability and qualifications of employees who are in accordance with the organization or agency need.Keywords: Human Resources Planning, Human Resources Management, Staffing Agency
PENGEMBANGAN UMKM MELALUI INOVASI SIBAKUL DI KABUPATEN BANTUL DAN KABUPATEN SLEMAN UNTUK MEWUJUDKAN SMART ECONOMY
Tujuan penelitian ini adalah untuk mengetahui bagaimana inovasi pengembangan smart economy melalui SiBakul di Kabupaten Bantul dan Kabupaten Sleman, dan dampak inovasi pengembangan usaha bagi UMKM berbasis smart economy melalui SiBakul di Kabupaten Bantul dan Kabupaten Sleman. Penelitian ini diteliti dengan menggunakan metode penelitian kualitatif dengan teknik wawancara dan dokumentasi. Hasil penelitian ini terbagi menjadi dua dimensi yakni inovasi pengembangan smart economy, dan inovasi pengembangan usaha dengan lima indikator yakni, produktivitas, inovasi (digital), peningkatan jumlah pelanggan, peningkatan kualitas sdm, dan peningkatan pendapatan. Berdasarkan indikator-indikator tersebut dapat disimpulkan bahwa dalam pengembangan UMKM melalui SiBakul terdapat keseimbangan di Kabupaten Bantul dan Kabupaten Sleman dan Dampak yang dari adanya inovasi pengembangan usaha bagi UMKM berbasis smart economy yakni terciptanya pembinaan yang terstruktur, terpadu, dan mudah untuk diakses sesuai dengan perkembangan zaman, hal tersebut dikemas dalam bentuk SiBakul yang merupakan bentuk digitalisasi modern sebagai salah satu upaya untuk mewujudkan smart economy.Tujuan penelitian ini adalah untuk mengetahui bagaimana inovasi pengembangan smart economy melalui SiBakul di Kabupaten Bantul dan Kabupaten Sleman, dan dampak inovasi pengembangan usaha bagi UMKM berbasis smart economy melalui SiBakul di Kabupaten Bantul dan Kabupaten Sleman. Implementasi E-Government Kulon Progo: Inovasi Dinas Kesehatan Melalui Aplikasi BumilKU 2019
Based on Indonesia committement on sustainable development, health improvement is a prominent issue. As an implementation of public service innovation, the Kulon Progo Regional Government through the Health Office plays a role in improving the quality of health services for pregnant women by creating the BumilKU application. Considering the importance of measuring the role of organizational performance on aspects of public service quality which refers to the e-government paradigm, this study aims to explain the performance of local governments in providing services to pregnant women through the BumilKU application. The data used in this study came from interviews, document studies, and literature studies related to research discussions. Based on several indicators of organizational performance measurement, pregnant women\u27s health services utilize and use the BumilKU application effectively and efficiently. During the use of the application, the Health Office gets results according to the expected performance targets. Although the use of the BumilKU application did not significantly reduce the maternal mortality rate in 2019, based on the aspect of monitoring the condition of pregnant women in Kulon Progo, the performance of the Health Office has improved compared to the previous year. Services for pregnant women are carried out according to procedures and received good response from the community
Seleksi Terbuka Perangkat Desa (Studi Kasus: Desa Sendang Sari Kabupaten Kulon Progo dan Desa Panggung Harjo Kabupaten Bantul Tahun 2017)
Open selection for village devices is an innovation in improving the quality of village apparatus resources. With the improvement of the quality of the village apparatus is expected to improve the public services for the community. Considering the demands of the village government at this time is increasing, especially in terms of public services and in the order of government-based good governance. This research will be conducted in two villages to perform a comparison in the implementation of open selection. Where in the implementation of research using qualitative research methods, the techniques used are in-depth interviews and documentation. The results showed that the implementation of open selection for the village apparatus was very useful and went well. However, in the implementation of open selection there is a difference between the village Sendangsari and Panggungharjo village. The implementation of open selection in Sendangsari village only uses written exams, while for open selection in Panggunharjo village using written exams, practice exams, psychological tests, and interviews. It shows that in improving the quality and competence of the village employees are very popular, but the hope remains the same that is to get the resources of the village apparatus that has competence, professional and integrity. Seleksi terbuka bagi perangkat desa merupakan inovasi baru dalam peningkatan kualitas sumber daya aparatur desa. Dengan adanya peningkatan kualitas sumber daya aparatur desa ini diharapkan akan meningkatkan pula pelayanan public bagi masyarakt. Mengingat tuntutan dari pemerintah desa pada saat ini semakin meningkat, terutama dalam hal pelayanan public dan menerapan pemerintahan berbasis good governance. Penelitian ini akan dilaksanakan di dua desa untuk melakukan komparasi dalam pelaksanaan seleksi terbuka. Dimana dalam pelaksanaan penelitian menggunakan metode penelitian kualitatif, dengan teknik yang dipakai adalah wawancara mendalam dan dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan seleksi terbuka bagi aparatur desa sangat berguna dan berjalan dengan baik. Akan tetapi dalam pelaksanaan seleksi terbuka terdapat perbedaan antara desa Sendangsari dengan Desa Panggungharjo. Pelaksanaan seleksi terbuka di Desa Sendangsari hanya menggunakan ujian tertulis saja, sedangkan untuk seleksi terbuka di Desa Panggunharjo menggunakan ujian tertulis, ujian praktik, test psikologi, dan wawancara. Hal tersebut menunjukkan bahwa dalam peningkatan kualitas serta kompetensi pegawai desa sangat berpariasi, akan tetapi harapannya tetap sama yaitu mendapatkan sumber daya aparatur desa yang mempunyai kompetensi, professional dan berintegritas. 
Kebijakan Work From Home bagi Aparatur Sipil Negara di Masa Pandemi Covid-19
Pada artikel ini akan membahas mengenai penerapan kebijakan wrok from home (WFH) bagi aparatur sipil negara (ASN) di Indonesia. Jika dilihat selama ini proses kinerja ASN di Indonesia lebih banyak bersifat konvensional, sehingga jarang sekali bekerja yang bersifat online. Pandemi Covid-19 ini memaksa pemerintah untuk membuat kebijakan baru demi pencegahan penularan Covid-19, salah satu kebijakan yang dibuat adalah tentang Wrok From Home (WFH). Berdasarkan hasil analisa yang dilakukan bahwa kebijakan WFH yang telah diterapkan belum begitu optimal karena ada berbagai macam factor diantaranya adalah belum meratanya sebaran infrastruktur teknologi informasi, belum semua daerah mempersiapkan system dokumentasi berbasis teknologi, dan belum semua intansi siap dalam memberikan layanan berbasis aplikasi atau teknologi informasi. Hal inilah yang menyebabkan kenapa kebijakan WFH belum begitu optimal untuk dilaksanakan, walaupun memang sudah ada beberapa daerah yang bisa mengimplementasikan kebijakan ini dengan baik seperti kota-kota besar di Indonesia
PEMBERDAYAAN MASYARAKAT PENGRAJIN GRABAH KASONGAN DI TENGAH PANDEMI COVID-19
This study aims to see community empowerment in strengthening MSMEs for pottery craftsmen in Kasongan, Bantul in the midst of the COVID-19 pandemic. Because as is known that the COVID-19 pandemic is enough to cause a multidimensional crisis that has a very significant impact on economic movements. So that this economic sector feels a considerable impact from the COVID-19 pandemic, coupled with the various policies carried out by the Indonesian government. One of the affected sectors is the MSME sector located in Kasongan, Bantul. During the COVID-19 pandemic, MSME players, especially the pottery craftsmen MSME group, were also affected where there was a decrease in pottery sales turnover and also a decrease in pottery production. However, the pottery craftsman MSME group was able to survive amid the uncertainty of the covid-19 pandemic. This is certainly influenced by several things, one of which is the efforts of the village government itself in empowering the community in strengthening MSMEs. Therefore, to determine community empowerment in strengthening MSMEs in the midst of the COVID-19 pandemic, researchers used qualitative research methods with descriptive analysis. So that it can see the social phenomena that occur directly and more deeply. From this study, the results were obtained that if you look at the empowerment of the three phases of empowerment, namely the Initial Phase, the Participatory Phase, and the Emancipatory Phase, then the empowerment of the community in Bangunjiwo for pottery MSME actors can be said to be successful. So that with these 3 phases, it can strengthen Kasongan pottery craftsmen to survive in the midst of the COVID-19 pandemi
