Health promotion and nutrition policies gained increased prevalence in public health as a result of the neoliberal transformation in both the EU countries and in Turkey over the last three decades. To better understand the nature and implications of these transformations in public health, this thesis focussed on the development of public private partnerships (PPPs) in the implementation of nutrition policies in the EU member states and Turkey. The research found that PPPs were widely used to implement nutrition programs in both the EU countries and in Turkey. The PPPs aimed at public education programs faired more strongly in Turkish case compared with those in the EU countries that included a wider variety partnership such as product distribution. Concise fieldwork conducted for the Turkish case of the research in Ankara and Istanbul with representatives of public and private sector representatives of PPPs revealed important findings. Partnerships were initiated by private sector representatives who applied to the Ministry of Education to organise public education programs about nutrition at schools. According to the representatives of the private sector, partnerships with the public sector allow them to fulfil their “social responsibilities”, increase the visibility of their brand mark and enhance customer loyalty for these products. According to public authorities, the most important benefit of partnerships with the private sector is the funding provided for the implementation of nutrition programs. In addition to funding, representatives of the Ministry also mention that training provided by the private sector to school teachers about nutrition is another benefit of the programs. Both parties voiced their concerns about the possible conflict of interests in the programs and expressed measures they took to prevent them. The research also showed that Turkey had a remarkable experience regarding the public-private partnerships in nutrition policies; however; a guideline indicating the principals of partnerships should be developed for future programmes.Thesis (M.S.) -- Graduate School of Social Sciences. Arjantin demokratikleşmesinde sivil-asker ilişkileri.
This thesis analyzes the process of democratization in Argentina after 1983 by tracing the developments which led to the establishment of civilian control over the military during the periods of President Alfonsin and President Menem. The study first reviewed the political and historical background of Argentina with specific reference to the military interventions. Then, the new democratic order, its economic structure and the position of the military and the civilians after transition to democracy are analyzed. The thesis identified the nature of the transition, the economic reform process, the new elite consensus, the psychology of the military and the international atmosphere as the most important factors which shaped the process of ensuring civilian control over the military.M.S. - Master of Scienc
KAMPÜSTE CİNSİYETE DAYALI ŞİDDETLE YÜZLEŞME: TÜRK ÜNİVERSİTELERİNDE CİNSEL ŞİDDETİ ÖNLEME BİRİMLERİNİN KURUMSALLAŞMASI
Across the world and in Türkiye, university administrations have recognized the importance of creating gender-egalitarian environments to address sexual violence on campuses. Consequently, specific centers/units were established to develop and implement violence prevention strategies and awareness-raising activities. However, especially in Turkey, there is a significant gap in the existing literature regarding the effectiveness of these units, due to the lack of systematic data on sexual violence within university settings, attributed to hierarchical structures. In Türkiye, sexual violence and harassment prevention units have proliferated over the past decade, illustrating state-level commitment and the importance placed on gender and women’s studies programs. This thesis investigates the obstacles faced by these units since their establishment in terms of the recognition of their missions, routinization of their activities, and their effective functioning with sufficient ideational and resource support from their respective university administrations. Despite the relatively well- institutionalized nature of women’s studies centers, the study reveals the precarious nature of sexual violence prevention units in Turkish universities. The research compared the trajectories of these units' establishment, analyzing their missions and common grievances through secondary and primary sources such as reports, quantitative gender-equality indicators, and interviews with academics responsible for these units. It concludes that the institutionalization challenges of sexual violence prevention units in Turkey are influenced by cultural-attitudinal constraints related to gender equality, structural impediments in male-dominated academia, and the prevailing gender-conservative ideological atmosphere, including issues of gender balance in university administrations.Dünya genelinde ve Türkiye'de, üniversite yönetimleri, kampüslerde cinsel şiddeti ele almak için cinsiyet eşitliği sağlayan ortamların oluşturulmasının önemini fark etmiştir. - Master of Scienc
Kadınların Niteliksel Temsili: Türkiye Büyük Millet Meclisi'nde (TBMM) Muhalefet Kadın Milletvekilleri Örneği
The representation of women’s issues and interests in legislatures is raised as a significant issue in feminist political research on the determinants and implications of women’s inclusion in political institutions. This thesis research aims at analyzing the substantive representation of women in the Grand National Assembly of Turkey (TBMM) by focusing on the representative acts of opposition women MPs. The gradual increase in the numbers of women MPs (Members of Parliaments) in the last two decades in the TBMM has taken place in the context of a conservative gender climate under AKP (Justice and Development Party) governments (2002-Present). This thesis analyzes the legislative acts of women MPs from the major left-wing opposition, the Republican People’s Party (CHP) and the People’s Democratic Party (HDP), which project pro-women agendas and discourses. The main research question of How do opposition CHP, and HDP women MPs raise women’s labor and employment issues and articulate their interests in the TBMM? is addressed through the frame analysis to analyze the discourses of the the opposition MPs in their plenary speeches, legislative proposals, motions of the written questions, motions of parliamentary inquiry, and commission speeches. The findings indicate that the opposition women representatives from both parties represent practical and strategic gender interests relevant to women’s subordination in employment in their legislative acts owing to their leftist political identities. At the same time, their different frames in their discourses on these practical and strategic gender interests reflect ideological identities and the parties’ distinct feminist perspectives. - Master of Scienc
Genç kızların yaşam koçu : İpek Ongun'un görgü kuralları ve kişisel gelişim karşılaştırmalı eleştirel bir yaklaşım
In this thesis, İpek Ongun̕s three books on good manners and etiquette, which especially aim at teenage girls, are analyzed in detail. Born in 1943, Ongun is a popular Turkish writer in teenage literature who has sold over a million books since 1980s. It is necessary to investigate especially the cultural, social and aesthetic messages given in her books. The writer̕s non-fiction trilogy has been extremely influential on teenage girls in Turkey in the 1990s, and they still are. These are Bir Pırıltıdır Yaşamak (Living Is a Glitter, 1991), Bu Hayat Sizin (This Life Is Yours, 1993), and Lütfen Beni Anla (Please Understand Me, 1995). The themes of major importance in the trilogy are social life, traditions, schools, parenting, beauty, and personal care. This study examines the content of this trilogy from a critical perspective, especially raising questions regarding Ongun̕s messages leading the construction of female identities from a feminist viewpoint. The qualitative research method has been adopted for the analysis and several comparisons have been carried out between Ongun̕s books and certain popular teenage etiquette books published in the US. The study concludes that although some of Ongun̕s messages might be found beneficial for certain segments of the teenage population, the fact that she is not an expert in teenage psychology and development, poses several critical questions about the validity of her messages. Besides, Ongun̕s target audience seems to be the upper-middle classes of the society also raises questions regarding the universality of her messages.M.S. - Master of Scienc
EŞİTLİKÇİ HUKUK SİSTEMİ VE TOPLUMSAL CİNSİYET DİNAMİKLERİ: TÜRKİYE'DE YOKSULLUK NAFAKASI SİSTEMİ ÜZERİNE BİR İNCELEME
This thesis examines the gender dynamics behind the implementation of seemingly gender neutral and egalitarian laws in the Turkish judicial system with respect to the functioning and the consequences of the poverty alimony system for women. Using qualitative research methodology, the Turkish case study explores a specific domain of women's access to justice problematized in terms of the androcentric influences on the judge’s discretion overshadowing gender equity in the law enforcement process. Adopting a gender perspective and a dynamic approach to law, the study analyzes how and why the judge’s discretion in alimony decisions and its implementation reflect and embody dominant gender norms thereby disadvantaging women who are likely to remain economically vulnerable following divorce.
The thesis research follows feminist research concerns and approach to unravel the gendered nature of the judicial process by centering on women's experiences of divorce and the alimony decisions. The research analyses a range of primary and secondary sources, including decisions of the Court of Appeals and the Constitutional Court in Turkey, media coverage of the alimony debates, published reports, face -to -face and online interviews with lawyers. The findings of the thesis point to a tension between the theoretical principles of equality in legal systems and the practice of law in patriarchal settings.
Tezin bulguları, hukuk sistemlerindeki kuramsal eşitlik ilkeleri ile erkek egemen ortamlardaki hukuk uygulamaları arasındaki gerilime işaret etmektedir.M.A. - Master of Art
Venezüella'da demokrasiye geçiş: chávez döneminin sorunsallaştırılması.
In this thesis, the democratic transformation in Venezuela during the President Chávez period (1999 – 2013) is analyzed by adopting a middle-range democracy approach which brings socio-economic equality and social rights back into the quality of democracy analysis. The study identified a paradox of the democratic transition in Venezuela in this period which arose from, on the one hand, the tension between the weakening horizontal and vertical accountability mechanisms and, on the other hand, improvements on socio-economic rights and expanded political participation. It is argued here that procedural democracy approaches remain insufficient to assess the impact of the recent transformations on the quality of Venezuelan democracy. During the Chávez period the socio-economic equality and social rights of Venezuelans improved substantially and President Chávez’s new participatory democracy model integrated the hitherto excluded sectors of the population. However in the same period erosion in the institutions of horizontal accountability have significantly constrained the potential of this progress in the socio-economic equality for a genuine political inclusion or empowerment for the masses, which ultimately weakened the democratic quality in Venezuela during the Chávez period.M.S. - Master of Scienc
Kadınlar ve sendikalar : ataerkil örgütlerde katılım ve direnişi.
The purpose of this study is to examine unionist women‟s strategies of resistance to patriarchal power relations within trade unions through interviews conducted with a selected group of women unionists, in order to answer the question “how do women resist, survive, challenge, and overcome the manifestations of patriarchal power relations in trade unions?” Women unionists face certain restrictions that hinder their equal participation and representation in trade unions, develop individual and/or collective strategies of resistance, such as “carefully planning every move”, “prioritizing and planning each moment”, and “redefining and transforming unionism”, that aim at survival within hostile union environments, and/or at transforming those structures. Individual strategies are adopted by all women who aim to stay within trade unions, and the union movement in general. On the other hand, collective strategies that have the purpose of transforming trade unions into more women-friendly environments are adopted by the women who possess a level of feminist consciousness, which leads to the conclusion that feminism is the ideology that is required to be influential among union members and officials for the establishment of gender equality in trade unions.M.S. - Master of Scienc
Toplumsal cinsiyet temelli vatandaşlık: Bulgaristan göçmeni kadınların deneyimleri.
The aim of this thesis is to analyze the citizenship experiences and perceptions of the Bulgarian Turkish immigrant women with specific reference to their participation to the public sphere, their engagements in the private sphere, different socialization processes they have been through and their daily lives. It is argued that the Bulgarian Turkish women’s citizenship practices were constructed through their ethnic minority identity in Bulgaria, in Turkey their citizenship has become a gendered construct due to the gender norms imposed on immigrant women. This thesis study is based on feminist perspective and research procedure, challenging the conventional definitions of citizenship by including the experiences, thoughts, sensations, and the narratives of the immigrant women, and it is contended that the notion of citizenship should include such subjectivities. The fieldwork was conducted in the form of semi-structured interview surveys with 19 immigrants who immigrated to İzmir, Turkey from Bulgaria in 1989 and in the 1990s. The experiences of the immigrant women about their socio-economic conditions, identity perceptions, and their participation to the public spheres and the changing gendered dynamics in the private spheres constitute the core subjects for the analysis to demonstrate how they have experienced gendered citizenship in Turkey.M.S. - Master of Scienc
