    VGGFace2 Dataset and Face Mesh PreprocessingIntroductionThe VGGFace2 dataset is a large-scale face recognition dataset containing over 3.31 million images of 9,131 identities, with an average of 362 images per identity. The dataset is designed to include extensive variations in pose, age, illumination, ethnicity, and profession, making it one of the most diverse and challenging face recognition datasets available. For more details, please refer to the original publication:VGGFace2: A dataset for recognizing faces across pose and age - DOI: 10.48550/arXiv.1710.08092 Preprocessing Using MediaPipe 3D Face MeshOn this dataset, we applied the MediaPipe-based 3D face mesh algorithm to accurately detect faces while removing all background elements, including hair. Our preprocessing strictly retained facial landmarks, ensuring that only the essential facial features were preserved. This approach significantly enhanced the accuracy and generalization of our model, as the model was trained exclusively on landmark-based facial data. Training and PerformanceThe preprocessed data was utilized to train Xception model, which resulted in remarkably accurate outcomes due to the strictly landmark-based facial representation. The model demonstrated robust performance including explainable-AI, proving that eliminating unnecessary background elements contributed positively to its efficiency and reliability.     Bureaucracy and Pro-poor Change

    Based on the premise that a functioning state is a necessary pre-requisite for pro-poor change, it is critical to investigate the role of the bureaucracy as a key catalyst in this process. Weber (1968) ascribes bureaucracies to be anchors of the modern nation state as their conduct is based on rational-legal norms. Bureaucracies, according to this ideal type, temper the populist urges of politicians who wish to execute policy unencumbered by rules and procedures. State success or failure in many cases, therefore, can be gauged by the degree to which this tensionbetween the rules based bureaucratic form of administration and populist politicsis resolved. Prognosis on pro-poor change in the light of the present and anticipated balance between bureaucratic procedures and political compulsions is thus an important area of inquiry. There is consensus that the disconnect between policy formulation and execution in Pakistan has widened considerably in the last three decades or so. And this is in spite of the fact of the generally acclaimed view that Pakistan inherited a well functioning and competent bureaucracy from the British Raj [Braibanti (1966)]. While part of the blame for this disconnect can be ascribed to incoherence in policy formulation on the part of the political leadershipboth civil and militarybut bureaucratic malfeasance, incompetence and corruption have been critical factors in the level of governance declining over time. This paper takes a political economy perspective in analysing the nature and causes on the decline in bureaucratic conduct. Section 1 lays out the details of this structure. Based on a logical model which places the bureaucracy within the larger context of the objective function of the state, the nature of the political process, the degree of centralisation and fragmentation of the bureaucratic structure and processes for monitoring and accountability of the bureaucracy, this model provides the basis for subsequent analysis. Section 2 provides a historical overview with regard to changes in the bureaucratic and political structure and the impact it had on the above mentioned balance between bureaucratic conduct and political compulsions. Section 3 then analyses the consequences on service delivery that this systematic weakening of the bureaucratic structure has had. Section 4 then critically assesses some of the recent attempts at bureaucratic reform in the light of the framework developed in Section 1.     Discovering "unknown known" security requirements

    Security is one of the biggest challenges facing organisations in the modern hyper-connected world. A number of theoretical security models are available that provide best practice security guidelines and are widely utilised as a basis to identify and operationalise security requirements. Such models often capture high-level security concepts (e.g., whitelisting, secure configurations, wireless access control, data recovery, etc.), strategies for operationalising such concepts through specific security controls, and relationships between the various concepts and controls. The threat landscape, however, evolves leading to new tacit knowledge that is embedded in or across a variety of security incidents. These unknown knowns alter, or at least demand reconsideration of the theoretical security models underpinning security requirements. In this paper, we present an approach to discover such unknown knowns through multi-incident analysis. The approach is based on a novel combination of grounded theory and incident fault trees.     Wheat Markets and Price Stabilisation in Pakistan: An Analysis of Policy Options

    This article provides a quantitative analysis of the effects of Pakistan government domestic wheat procurement, sales, and trade policies on wheat supply, demand, prices, and overall inflation. Analysis of price multipliers indicates that increases in wheat procurement prices (one means of promoting domestic procurement) have relatively small effects on overall price levels. Partial equilibrium analysis of wheat markets suggests that fluctuations in production, rather than market manipulation, are plausible explanations for price increases in recent years. Comparisons of domestic and international prices suggest that promoting private sector imports is one alternative for increasing supply and stabilising market prices, particularly in years of production shortfalls. Overall, this paper concludes that market forces play a dominant role in price determination in Pakistan, and that policies that promote the private sector wheat trade can both increase price stability and reduce fiscal costsWheat, Agricultural prices, Pakistan
