Luchtreizigers in ARGUS?: Impact van ARGUS op Schiphol en de Luchthaven Rotterdam
No full textRapport in opdracht van de Rijksluchtvaartdienst. Uit de behoefte de internationale concurrentiepositie van de Randstad te versterken is op initiatief van het ORI het zgn. ARGUS-concept ontwikkeld, dat beoogt door snelle verbindingen tussen de vier grote steden en Schiphol de Randstad te laten functioneren als een (meerkernige) metropool. In deze studie is onderzocht wat de invloed van dit ARGUS-concept zou kunnen zijn op de keuze van een hoofdtransportwijze bij internationaal vervoer, op de luchthavenkeuze van vliegreizigers en op de vervoerwijzekeuze bij het voortransport. ARGUS leidt niet tot een wijziging in rangorde van 'snelste vervoerwijze'. Voor sommige herkomsten is bij gebruik van ARGUS als voortransportwijze, de reistijdwinst bij de trein als hoofdtransportwijze relatief het grootst. Voor andere herkomstgebieden is juist de reistijdwinst bij de hoofdtransportwijze vliegen het grootst. Er is slechts een beperkt verschuiving in de modal split en een beperkte generatie van reizigers te verwachten. Door de introductie van ARGUS verbetert de concurrentiepositie van Schiphol marginaal: er mag niet verwacht worden dat er een substantiële verschuiving in de luchthavenkeuze zal optreden. De verbeterde bereikbaarheid van Schiphol voor mensen die reeds in het invloedsgebied van de luchthaven wonen, kan echter gunstige effecten hebben. Door ARGUS verbetert de positie van Schiphol meer dan die van de Luchthaven Rotterdam. ARGUS kan leiden tot een verschuiving van bijna 6% in de modal split (voortransport). Dit houdt in dat de omvang van het openbaar vervoergebruik naar Schiphol zou kunnen stijgen met meer dan 20%. De 'winst' in het aantal reizigers per herkomstgebied verschillend en kan variëren van 40% (Utrecht, Dordrecht) tot 80% (Den Haag, Rotterdam). Om meer reizigers via de trein op Schiphol te krijgen zou in aanvulling op ARGUS gedacht kunnen worden aan maatregelen als het bieden van trein-vlieg arrangementen (met treinkaartjes voor wegbrengers), het introduceren van een bagage-afhandelingssysteem (zodat passagier op station bagage al kan afgeven) en het inrichten van parkeer en reisvoorzieningen bij stations waar ARGUStreinen stoppen.Transport and PlanningCivil Engineering and Geoscience
