    Credit default swaps:what are the social benefi ts and costs?

    Credit default swaps (CDSs) are derivative contracts that allow agents to shift the risk of default on an underlying credit from a credit protection buyer to a credit protection seller. Like other derivatives they are standardised relative to the underlying cash markets and in this way can help promote market liquidity. This in turn can facilitate risk shifting and price discovery. In this way they may lead to accurate pricing of credit risk and ultimately to the reduced costs of borrowing. However, like other derivatives it is possible that CDS contracts could play a part in market manipulations, especially when the underlying cash market is not transparent. This is a potential cost of CDS trading that should be weighed against potential benefi ts of liquidity, risk shifting and price discovery. We discuss the balance of these trade-offs in the context of singlename corporate CDSs, index CDSs, sovereign CDSs and CDSs on structured credit product tranches. We also discuss other potential costs of CDS trading including that they “make selling short too cheap” and that they may create market instability by facilitating speculative attacks.

I am incredibly honoured to have the opportunity to speak on behalf of my classmates. Today, we unite for one of the final times, to celebrate our experiences, part with our past, and encourage each other to go out and face the world with bravery.Graduation is turning the last page of a novel, and delving into the sequel with anticipation. It is hopes and goals and dreams, which have been formed from experiences of the past. Up until this point, our stories have bared countless similarities. We have all experienced the frustration of attempting to learn long division, struggled with the pronunciation of big words, he fear of cooties, and the heartache of being in first grade, when you’re convinced that the cute fifth grader who pushed you on the tire swing at recess is your soulmate. We have experienced loss together, and middle-school drama that once felt like the end of the world. We have faced disappointment, and we have stood together as each of us attempted to figure out who we were and who we are meant to be. Together we have also experienced joy, and the satisfaction that accompanies getting an A on an exam. We all know the type of laughter that ties your stomach into knots and steals the breath right out of your lungs. We have grown into young women and men, and written our stories, together. It is here, today, where we part ways, and begin work on our own novels, the rest of our lives promising to be the product of the decisions we have already made, our accomplishments, our desires, and the choices we will continue to make inthe future. At this point, I would like to extend thanks to our parents. As children, we begged you to check for monsters beneath our beds, and kiss our bumps and bruises better. When we fell from our bikes, you applied bandages with loving hands, and set us back on our feet, convincing us to try again, and always refusing to put the training wheels back on, because you had faith that we could do it. From the very start, you have made it your goal to prepare us for the inevitable future. You have taught us valuable life lessons, and encouraged us in our endeavours, never failing to show pride in our accomplishments. Although we might not always admit it, we are incredibly thankful that we had you to depend on, while growing up. I would also like to thank the many teachers who have devoted their time to teaching us everything we need to know, in order to face the world and succeed. You have become so much more than educators; you have become role models, and more importantly, you have become friends. Some of the best memories we hold as students were created within the confines of your classrooms. I, for one, will never forget a single biology lesson, thanks to Luch's inventive teaching techniques, and I will always remember the simple act of reading Shakespeare aloud, Chomany whispering in the background, encouraging us to read with more expression,adding ghost sounds, and flickering lights to set the atmosphere. Escaping the limitations of high school to chase our dreams, wherever they may take us, brings the promise of new friends, new experiences, and numerous opportunities, which we will all be eager to take. However, as we move forward in our lives, we must always remember the people and experiences that helped shape and define us. We must remember the friends that laughed with us, cried with us, and stood with us while we experienced the best days of our lives. We will continue to learn, outside the walls of W.R. Myers, however, what we learn is not nearly as important as who we learn it with. The purpose of life is not to discover all the secrets of the universe; it is to find happiness, and happiness is simply unachievable, unless you are surrounded by good friends, and a supportive family. Our future is quickly approaching, and many of us are still uncertain of our destination. We cannot predict where we will end up ten years down the road, but we can move forward with the knowledge that we are all capable of great things. Some us will fall in love, build families, while others will escape into the work force and pour their knowledge into a career that will drive the economy, and perhaps, some will even go on to change the world. We are all capable. If there ever comes a moment when you begin to doubt your abilities, look back on your past experiences, and remember your accomplishments. We have already made it so far, and our lives have just barely begun. Be courageous, and imaginative. Continue making mistakes, as long as you continue to learn fromthem, and, in the words of Confucius, “wherever you go, go with all your heart.” Thank you.     The case for tradable remedies in WTO dispute settlement

    In response to concerns over the efficacy of the WTO dispute settlement system, especially in regard to its use by developing countries, Mexico has tabled a proposal to introduce tradable remedies within the Dispute Settlement Understanding. The idea is that a country that has won cause before the WTO, and who is facing non-implementation by the author of the illegal act but feels that its own capacity to exercise its right to impose countermeasures is unlikely to lead to compliance, can auction off that right. The attractiveness of this idea is that it offers an additional possibility to injured WTO members to get something from the dispute settlement mechanism without putting into question the legal nature of the existing contract, that is, the predominantly decentralized system of enforcement in the WTO. Examining all disputes brought to the WTO since its inception, the authors find some support for Mexico's perception that developing countries face a practical problem when they attempt to carry through with effective retaliation within the WTO system. While experimental assays performed in the lab are the best source of information about molecular properties, these assays are slow and expensive. For this reason, there has been great interest in the potential of machine learning models to predict molecular properties without the need for experimental assays. However, recent literature has not yet clearly determined which machine learning models are optimal for molecular property prediction. In this thesis, I apply the Direct Message Passing Neural Network (D-MPNN) from [47, 48] to 19 publicly available property prediction datasets, and I demonstrate that it consistently outperforms prior machine learning models. Brunelleschi's Baptistery in Florence introduced illusory space inserting depth into a two-dimensional plane in the fifteenth century. Centuries later, the Bauhaus challenged the hegemony of perspectival space in favor of axonometric projection, subverting the perceived experience of architecture for its formal attributes. Today our perception of the world is mediated by social media, photo manipulation software, and screen resolution. These technologies conspire not for a fidelity to reality but to promote social and political agendas-truth is not truth. Conversely, rapid improvements in camera technology attempts an objective unification of what qualifies as "clear" and "crisp" photography to document the world while counter-cultural technologies, including hallucinogenic drugs, seek clarification of a different kind. Sightfulness is a guided trip through media phase changes. It fluidly moves between photo realistic representations of common elements in space to impossible infinite multiplications, inversions, distortions and moments of pure abstraction. It leverages advances in computational software that allow a blurring between the virtual and the real.     Domestic Policies, National Sovereignty and International Economic Institutions

    To what extent must nations cede control over their economic and social policies if global efficiency is to be achieved in an interdependent world? This question is at the center of the debate over the future role of GATT (and its successor, the WTO) in the realm of labor and environmental standards. Current GATT rules reflect the primacy of market access concerns in GATT practice, and this orientation is seen increasingly as unfriendly to labor and environmental causes. Fundamental changes to GATT are being considered as a result, changes that would expand the scope of GATT negotiations to include labor and environmental policies, and would lead to a significant loss of sovereignty for national governments. In this paper we establish that there is no need for the WTO to expand the scope of its negotiations in this way. We show instead that the market access focus of current GATT rules is well-equipped to handle the problems associated with choices over labor and environmental standards, and that with relatively modest changes that grant governments more sovereignty, not less, these rules can in principle deliver globally efficient outcomes.

To dream, To think, To live, With friends and time. It's not for me Alone to say. DEDICATION MR. FRANK SEMAKA Some might scoff at the fuss made for Mr. Semaka, after all he is just a vice-principal. Not True! So much is owed by so many to this man. His life work as an educator exceeded the normal bounds of a teacher. He has advised us when we've been confused, encouraged us when we were in doubt, taught us when we did not know and punished us when we should have known better. His accomplishments and recognitions have been many and although his years as an educator runs into higher math his presence will be sorely missed. It is for these reasons and for numerous others that the students of Myers dedicate this yearbook to Mr. Frank Semaka, a scholar among scholars. Dennis Kunimoto - Class President There are mixed feelings I'm sure, at the close of this school year as we contemplate the retirement of our Mr. Semaka. The name of Frank Semaka has become synonymous with education in the high school in Taber. Whenever you think of the high school here, you naturally think of Mr. Semaka. At this time of year, I pay tribute to Mr. Semaka who has given the best years of his life to the youth of our community. He has given of himself freely wherever there was a need. He has over the years been an example to all of us exemplifying the qualities for which he stood; such things as honesty, integrity, devotion to duty and responsibility. Students could "count on him", teachers and administrators could rely on him, the school board and the public could always expect to receive a full measure of service from him. Anyone who became acquainted with him were better off for just having known him. It has been a privilege to have been acquainted with Frank Semaka for some twenty and plus years and to have worked and associated very closely with him for the past ten. In my association with him, I have found him to be co-operative, loyal, good-hearted and a true friend. In the years to come, I wish you, Frank Semaka, the best; for you and yours. Even though you are leaving the pro­fession and our place of employment I hope I have many more opportunities to associate with you. Rell G. Over the past eight years, I have worked very closely with Mr. Semaka and have appreciated his many fine qualities. The two characteristics that to me are most out­standing are his dependability and his dedication to education. Students and teachers alike could always count on Mr. Semaka to have his work done on time and to have it well done. His concern for individual students was manifested in the many hours of earnest conversation and counselling with literally thousands of students during his more than thirty years of service. Mr. Semaka's exemplar conduct is a model that many students would do well to emulate. James L. George Superintendent PRINCIPAL’S MESSAGE I would like to express my appreciation to all the staff and students for their assistance in various ways during my first year at W. R. Myers. The co-operation and support experienced has been very commendable. Generally, I think the relationship between staff and students has been quite satisfactory, considering that occasional conflicts of interest and irritations occur. Students' Councils (and their committees) have been most helpful in further developing a favorable atmosphere for learning. Their interest and co-operation is continually required for the school to function effectively. The work of staff committees has resulted in some changes to the Jr. High modified program and Jr. and Sr. High promotions policies. We expect that these changes will have beneficial effects for the students concerned. A full-scale semester system has been introduced in Sr. High, and continued on a limited basis in the Jr. High. We are expanding the Work Experience program and the Special Projects Credits. A W. R. Myers in Depth Study Guide has been published, and the School handbook has been revised for the orientation and guidance of teachers and students. Special thanks to the Yearbook Committee and the publishers of the Jr. and Sr. Newspapers. It takes a great deal of planning, responsibility, and work to produce quality publications which will contribute positively to the stature of the school, as well as provide an outlet for creative talents. These are tasks which are very time-consuming, and they may not always appear to be appreciated; but they have a significant role in the total school program -- requiring support and active participation. Our 1972 Graduation ceremony was a bright and colorful occasion. It included a farewell to our Mr. Semaka, teacher at W. R. Myers School for thirty years, (the last 12 years as Vice-principal), and a man who has left his mark in the minds and hearts of many students and teachers. We wish him every success in his retirement years. The Worth Commission Report suggests the possibility of many changes in Education. We will need to assess trends, recommendations, and innovations carefully in terms of educational objectives, in order to make appropriate decisions for the ultimate benefit of our students. We must not forget that the school has a two-fold purpose: to serve the needs and interests of the individual students, and to fulfill objectives of the larger society. Let us proceed into the 1972-'73 school year with courage and conviction. There are numerous jobs to be done well, whether it is in the teaching or the learning. May all of you set worthy goals, and make an earnest effort to achieve those goals. D. V. This was done as a summer project. Councils put on a student exchange which was fairly good considering it was the first year. Council also went to Lethbridge and Coaldale to visit the High Schools and gain some new ideas. Council also sponsored several High School dances, and also saved the school from having all dances prohibited. KEYETTE CLUB The Keyette Club is a service group. We had a membership of thirty-three girls. Our executive consisted of Presidents: Cheryl Luehr, first half of year; and Mona Wilde, Secretary: Bronwyn Ellingson, Treasurer: Marilyn Winkler, and our Advisor: Mrs. Neilson. Some of the money raising activities we participated in this year were: bake sales, and the banquet for the Kiwanis Club. We also provided various services for the community. At Christmas time we donated money to the Fire Department for Christmas gifts for welfare children. Also at Christmas we worked along with the Key Club in assisting the Salvation Army. We also aided with the Blood Donors Clinic. At school we helped and did most of the planning for the Fort Benton Exchange. The club successfully carried out four or five launches during the year, as well as going on a field trip to the University of Calgary to gain information on the Rocket experiments done on the Northern Lights. The Rocketry Club is open to all people in the school and we hope to see some better parti­cipation in future years. If you were to ask any one of our students, past or present, they would all answer W.R. Myers is the art of fun. Myers school spirit and loyalty always shines through on our annual Fun Day at the park. The grades compete against one another in a medley of fast-paced events ranging from the “Ghetto Van Cram” to the true test of in­feriority, “War Games”, and even included a giant water fight to end the annual episode. The day was dedicated to our bold football team, but that didn’t mean they were the only ones having a blast. The Grade 12’s swept the days’ events and won the school flag which is a most prestigious event. Participation was great from all ends. The Grade 9’s were naturally a bit shy but soon got into the swing of things just in time to give the higher grades a run for their money in the final events. All-in-all, everyone, staff and students alike, will leave Myer’s knowing that the true “Art of Fun” is not a picture, object or skill, but a feeling of common bonding and pride like the school spirit that thrives at Myers. 8 These pages are dedicated to the students of W.R. Myers for without them there would be no student life. Student life means different things to different people. To some, it is sneeking down to the cafeteria to grab a quick snack, while to others it’s sleeping on the student couch during spare time. Whatever it is, it’s become an important part of every school day. It gives W.R. Myers character so as we look back at our years here we will have more to remember than tests and essays. We will also remember that this was the year we made student life into “A Work of Art”. It was a great success and was the first dance at Myers to include Grade 9 and the new “no shoes” policy. This regulation was installed be­cause the gym floor was recently refinished. Therefore, it was nick-named the Barefoot Bash. The Hallowe’en dance was also a lot of fun for the students and many of them dressed up. Our music and D.J. for the dances at Myers are supplied by Evan How. He brings in his own system and helps make our dan­ces the big successes they are. Besides Myers, Grassy Lake, Vauxhall, Hays, and Enchant were invited. Coats were checked in at the door and we even got to keep our shoes on. A live band, The Peace Dogs, was hired from Calgary. The music was loud and heavy. Some appreciated that more than others. While we were in our silks and tuxes, they wore ripped jeans and spandex. Dawn, what are you drinking? 14 * November 23 and 24, 1990 heralded a momentous occasion for the students and staff of W.R. Myers High School. For only the second time ever, we hosted the 3A PROVINCIAL boys volleyball championships. Any time a school hosts a pro­vincial championship of any kind, it provides the school with a tremendous opportunity to showcase its student spirit, staff involvement and school team expertise. We had that opportun­ity at this event and exhibited, in all areas, a school that we can be proud of. Our tournament chairman is a former staff member and a dynamic individual, Ms. Debbie Sargeant. Debbie is an orga­nizer extraordinaire, and the success of the tournament was due in large part to her super effort. Our staff got involved in the logistics of such a major under­taking right down to the last person. They were enthusiastic, supportive, and showed a pride in our school that only good staffs can demonstrate. They were also a significant reason why this event was such a success. Our student body supported the tournament and our team for the week leading up to and the days of the Provincial. They came in numbers, made more noise than I’ve heard at a vol­leyball match in this school in a long time, and were a major reason why I felt so satisfied along with my players at the end of the tournament. Our team came to play this weekend. They played their best ball in 3 years, of what was for all of them, their graduation year. They played in the best matches of the tournament, and provided every team they played with their toughest competition. The response from the com­munity is beginning to increase. People are becoming involved, and our club is once again considered active. Despite starting off with a new team of advisors, we feel Key Club is in a stage of growth and renewal. We increased our size and started to increase awareness of Key Club throughout the school. All of our members did a terrific job, most of whom donated upwards of 50 hours of their time to do voluntary fund raising and community service. This year was our thirty-seventh anniversary; and, thanks to the great support from members and advisors, we made it a success. 19 MYERS MUSIC The 1990-1991 year was an exciting year for the W.R. Myers Music Program. The Myers Music Association purchased 45,000 in new equip­ment. This new equipment replaced old and damaged equipment that was used by the program. This year also saw the band tour California during the Easter break. The band performed at Disneyland and the Disneyland Hotel as guests of the Disney Corporation. They also appeared at Pasedana High School as guests of their Music Department. These arc but a few of the many ap­pearances by the group. W.R. It was decided that this year’s celebration would en­compass two days: a senior dinner and dance on May 24 and a cap and gown ceremony on June 26, after the last exam. These events both re­quired the committee to meet once a week to make decisions on a va­riety of things such theme, music, invitations, decorations, etc. All of this takes time, patience and com­mitment. We would like to thank the graduating class for their support in the new format and wish next year’s committee good luck. We went to Medicine Hat to a three-school conference to get our ideas. We then had our meetings. We had many ideas proposed for the year; however, only a few were carried out. We had a starve-a-thon on January 18-19 to raise money. We gave certif­icates to Checkstop to give to people who were caught not drinking and driving. We also entered a float in the parade. There were many displays present including those of various groups and individuals. An industrial arts class had a display and a Book Fair was present in which anyone could adopt a book and donate it to the W.R. Myers Library. Some of the students from Art classes 10, 20, and 30 had art for sale. No matter what your taste in art, you were bound to find it among the many different pieces of work done by these students. A talent show ranged from a “Salute to the Troops” dance (Sharia Nishida, Lisa Smith, Larissa Collett and Kim Hart) to vocal selections (Becki Gough and Angela Jensen) to an acting solo from Thornton Wilder (Darcea Murphy). Also displaying their talents were Cara Garrett with an oral interpretation, Joseph Anderson on the piano, and Kent Pryor with a clarinet solo. As incentive to attend the art show, a $100 door prize was offered to students who attended. Patricia Wright was the lucky winner of the evening. This season the team finished in second place in the Tier IH division of the Southern Alberta High School Football League. The team’s season was highlighted by victories over St. Mary’s, Kate Andrews, and High River, as well as a close loss to Winston Churchill. In playoff’s, the Rebels soundly defeated St. Mary’s again before losing a hard fought game to Raymond in the league’s Tier III final. Raymond, as well as Cardston, and L.C.I., went on from the league to win pro­vincial championships in their respective tiers. Another highlight for the team was the selection of Jeff Thurston as a league all-star at the defensive tackle position. Jeff also won an honorable mention on offen­sive line along with Jared Bly (defensive back), Ryan Buck (running back and linebacker), and Randy Oliver (receiver). Throughout the season, the Rebels continued to improve and to ma­ture with experience. Many key roles were played by returning players and it appears the Rebels will be back in contention next year. This year’s team also sees the graduation of many players whose leadership and examples will be missed. Joining the coaching staff this year was Wayne Pallett. His experi­ence was welcomed by the returning staff of Chip Koop, Keith Williams, and Darwin “Top Dog” Lund. The team started out with several wins over their league op­ponents but, halfway through the season, were met with a num­ber of defeats. Despite the downs, the girls continued to improve their skills and maintain their enthusiasm. Because of their con­sistent efforts, they had more victories at the end of the season. Several of the Grade 9 and 10 players also played on the senior team. The seniors had a very busy schedule. Like the juniors, the seniors practiced every day from the end of Au­gust to the beginning of November. Besides playing in league games every Tuesday, the team competed in tournaments every weekend throughout the season. Although the girls competed well in tournaments, they never placed first. With regard to the zone playoffs in Cardston, the team came close to defeating McCoy High School from Med­icine Hat in the semi-finals; McCoy ended up going to pro­vincials. The senior team will be losing five players since they will be graduating. We coaches and the remaining players wish these people all the best. The seven players that con­stituted this year’s team were what remained of the 12 players that started in Grade 9. Making this team competitive has not been easy; they are an odd combination of talent and mental attitude, but the team all stuck it out. Our team became consistent, focused, and it all paid off in a provincial bronze medal. I remember walking in with the team at the opening ceremonies in front of our own school; the frustration of our first game; beating Drumheller in a two-hour match; the tightest game the team played during the semis against Wetaskiwin; re-grouping to easily win against Fort McMurray for the bronze; and hearing about all the fun the team had at the post-season party. Competitive athletics teaches you a lot about yourself, whether you know it or not. Each and every one of the players will go down on my list as individuals who learned from me and taught me at the same time. As a coach, I thank you for your dedication to my ideals and your commitment to finish what you started.
