The innovation is an effective tool for the strengthening of the public institutions dedicated to the culture, it is a challenge not easy to attend. Nevertheless, the global impulse forces to consider it to be a not despicable route that should authorize to the institutions to attend to international standards. Where the way of presenting the cultural projects need to be close to the models of business, considering the different areas, processes and methods in pursuit of design, across the comprehension of all the stages of the problem together with the actions and activities that must be realized for his implementation. The present report has as principal aim; announce the different activities that were realized inside the TG of the ICA in order to favor the competitiveness, by means of actions of innovation and management in the areas Philosophy, Services and Functioning. The innovative perspective departs from the approach of Integral Design (Lopez, Royal and Steel, 2012) in the methods of work focused in the users as in the needs of the institution, looking for an integral solution of the problematic particular ones and of his productive, human, economic, administrative and ecological implications. The report is organized considering 4 important aspects of the postulate of the Integral Design, presenting first the diagnosis realized to the Workshops of Engraving of the ICA during the second semester of 2013, in order to know the condition and perception of the TG in the philosophy, services as well as to functioning. Secondly we find the strategic plan realized during the first semester of 2014, plan that sought to enhance the areas detected during the diagnosis with programs of maintenance, equipment, production, and diffusion of the TG, to favor different users. Starting from the strategic approach was necessary to proceed with the implementation and evaluation of activities, which took place during the second half of the semester of 2014 and first half of the year 2015. For all implemented actions was required the participation of different personnel within the ICA and out, managing to attain all the actions and allowing us to make a proposal of prospective for the TG

NanoFlowNet: Real-time optical flow estimation on a nano quadcopter

    No full text
Nano quadcopters are small, agile, and cheap platforms well suited for deployment in narrow, cluttered environments. Due to their limited payload, nano quadcopters are highly constrained in processing power, rendering conventional vision-based methods for autonomous navigation incompatible. Recent machine learning developments promise high-performance perception at low latency, while novel ultra-low power microcontrollers augment the visual processing power of nano quadcopters. In this work, we present NanoFlowNet, an optical flow CNN that, based on the semantic segmentation architecture STDC-Seg, achieves real-time dense optical flow estimation on edge hardware. We use motion boundary ground truth to guide the learning of optical flow, improving performance with zero impact on latency. Validation on MPI-Sintel shows the high performance of the proposed method given its constrained architecture. We implement the CNN on the ultra-low power GAP8 microcontroller and demonstrate it in an obstacle avoidance application on a 34 g Bitcraze Crazyflie nano quadcopter.Aerospace Engineerin

Reforming finance in transitional socialist economies : avoiding the path from shell money to shell games

    Get PDF
In the late 1980s, transitional socialist economies (TSEs) in Central and Eastern Europe were only somewhat more sophisticated than shell money systems: savings books or currency had to be used for most transactions and there was no risk assessment, information monitoring and acquisition, or portfolio management. The TSEs have moved toward a two-tiered banking system but they lag in the development of competitive, market-based financial systems. In several TSEs the financial system seems to be part of a shell game to hide the losses of the real economy. The authors argue that rapid, successful economic reform requires putting the shell game to an end. They review several contentious issues of financial reform in the TSEs, especially issues involving macrofinance, corporate finance, the internal debt problems, and the need to build efficient banks. The authors contend that the banks should be"cleaned up"when they are privatized, to prevent the quick reemergence of debt problems. They believe that either of the proposed alternatives for shaping financial systems in the TSEs - very highly capitalized banking or narrow banking - would minimize the need for future support. Either alternative would reduce leverage in the TSEs and provide more financial stability. But taking concerns about moral hazard to an extreme - prohibiting debt finance - could starve new firms for credit and limit economic growth.Economic Theory&Research,Financial Crisis Management&Restructuring,Environmental Economics&Policies,Banks&Banking Reform,Financial Intermediation

This paper is a case study that involves the application of the analysis of the work of Saturnino Herran La Tehuana to fashion design. The application of analysis to the work mentioned allowed to explore systematically how was developed artistic piece, through the Application Aesthetics method of Art in Fashion Design (AEADI, for short), which can be adapted to any work of plastic art. It is reflective and descriptive analyze of existing dialogues between art and fashion design. By studying the creative design process was possible to create jumpers from the analysis of aesthetic and conceptual elements of the artwork, with the goal of developing techniques and strategies of creative ideas. The AEADI proposed method consists of two stages: the first, which refers to the selection of the artwork, the author's analysis, artistic movement, description of the work, subject of the work and analogies, in order to understand the relationship between concepts and design; the second, the analysis of the aesthetic elements of the artwork (color, forms, techniques, compositional axis, materials and textures) which can be incorporated into the design process. Finally it is proposed to make the design not only through sketches and fashion figures, but to make the pattern from the artwork and use in modeling on mannequin. By linking this work with the National Chamber of the Clothing Industry (CANAIVE), Aguascalientes delegation we realize how research and creative design process, both CANAIVE and the Ozio brand, one of the associated companies is done that institution. In 12 this research we know how much art has influenced as a trigger in creating designs in Aguascalientes, if it has served as inspiration theme mark or not. The fashion design inspired by the artwork La Tehuana, is an example of how the proposed method works to systematize methodologically visual research and creative design process and to say how it is used and how applies. Similarly, constitutes a contribution to existing design methods, with the particularity that from the plastic work can create a design or even an entire collection, as appropriate to the analysis of only a work supplied ample information to inspire designers. It will be beneficial in teaching and design practice, for those interested in recognizing the boundaries between art and design from a perspective that art influences contemporary aesthetic forms, as is the fashion design

Passive-Aggressive online learning with nonlinear embeddings

[EN] Nowadays, there is an increasing demand for machine learning techniques which can deal with problems where the instances are produced as a stream or in real time. In these scenarios, online learning is able to learn a model from data that comes continuously. The adaptability, efficiency and scalability of online learning techniques have been gaining interest last years with the increasing amount of data generated every day. In this paper, we propose a novel binary classification approach based on nonlinear mapping functions under an online learning framework. The non-convex optimization problem that arises is split into three different convex problems that are solved by means of Passive-Aggressive Online Learning. We evaluate both the adaptability and generalization of our model through several experiments comparing with the state of the art techniques. We improve significantly the results in several datasets widely used previously by the online learning community. (C) 2018 Elsevier Ltd. Efficacy of torque versus myocontrol for active, robotic-assisted rehabilitation of the shoulder after stroke: An experimental study

    No full text
Here we investigate whether torque or myoelectric control was more efficient during active, robotic-assisted therapy. Eleven hemiparetic stroke patients employed the RehaArm-robot, which consist of an exoskeleton that supports the entire arm and measures in real time the joint position and moment of the shoulder, in four sessions of one hour on consecutive days. At each session, the patients repeatedly performed basic movements of the shoulder in passive and active mode. During the passive mode, subjects learnt the movements. During the active mode, subjects were asked to complete 40 task repetitions in 20 min for each modality, torque and myoelectric control. The number of repetitions achieved, completion rate (CR), was tracked for each control modality as well as subjects' opinion about the ease of use of each modality. The results showed that the severe-to-moderate group (Fugl-Meyer Motor Assessment of the Upper Extremity<=40) achieved a significantly higher CR in myoelectric control than in torque control (p<0.05). For the mild group (>40), the CR was very similar for both control modalities. Subjectively, the two groups considered both control modalities similarly easy to use, being the myoelectric control slightly easier (higher median and middle fifty values). These results support the higher efficacy of the myoelectric control for active, robotic-assisted therapy
