Performance Analysis of Narrow Band Spectrum Sensing Over Different Fading Channels in Cognitive Radio

To ensure the future efficient wireless communication services, the radio spectrum management is a very important factor. To cope up with this demand, cognitive radio (CR) is a solution of huge prospect for spectrum sensing in order to detect and utilize empty spaces in the spectrum without creating interference to the primary users (PUs). The CR is referred to an intelligent and reconfigurable radio which enables efficient usages of unused spectrum while avoiding any kind of interference. Spectrum sensing is the key element in CR network for identifying the opportunity and to avoid the interference of PUs. The sensing methodology of spectrum depends upon its band of interest, surrounding environments, knowledge of pattern of PUs, required accuracy, required time of detection, power consumption and complexity & cost of the device.
This work focus on the formulation of mathematical system model for classical narrow band transmitter based detection which includes energy detector (ED) based sensing techniques, cyclostationary features detection and matched filtering and the simulation and performance analysis of their characteristics curve by MATLAB software. Finally, the work has recommended the best techniques for optimum performance of narrow band spectrum sensing over different fading environments.Md. Delivering Countywide Cost-Effective and Better Education Services: The Models of Public Private Partnership (PPP)
Like other social services, education is one of the essential services that government is obliged to arrange for its country people, but to meet such increasing demand of educational infrastructures, government alone faces hues difficulties in capital investment especially in the developing countries. So, for developing the education infrastructure and providing quality education programmes, Public Private Partnership (PPP) has been proven an advanced tool for government in many of the countries. However, private investors may not have much interest for a typical PPP deal in education sector, because government provides the education services for free at the primary and secondary level. Therefore to make the PPP deal attractive to private investors, this paper suggests two approaches of PPP funding under the Built Operate and Transfer (BOT) models. Both the Viability Gap Funding (VGF) and Annuity Payment provide the investors the required subsidy from the government through payment in the construction or operation phase to make the project viable. This allows private investors to make revenue at expected level and government to save of hues up-front investments. Moreover, among different types of PPP models, the suggested types – BOT - also ensures the quality of education programmes
The Processes of Location Study for Developing Economic Zones under Public Private Partnership Model: Country Study on Bangladesh
In spite of the complexity in defining the boundary, the concept of Economic Zones (EZ) has been evolved as a way forward for the government of the developing countries for enhancing the national trade. Similarly the recent phenomenon of widespread Public Private Partnership (PPP) practices especially in infrastructure sector is also providing a window to develop many of such economic zones through PPP model as EZ typically is capital intensive. Bangladesh has discrete success both under PPP and EZ regime. However, developing EZ under PPP model has few commercial complexities as both the public and private sector need to bear some roles and obligations one of which is selection of appropriate location for EZ development. The location study for PPP EZ development therefore receives paramount attention both from developer and lenders perspective. Such location study generally is not typical project site study by nature, rather it is more economic concentrated. This paper will try to identify the factors that are essential to consider for conducting these location studies based on the examples of Bangladesh. The paper will also identify the appropriate methods and approaches required for successful EZ development through PPP
The Dimensions of Finance Researches in Bangladesh: 1973-2006
The role of growing financial sectors is already marked with good attention of the policy makers, investors, academicians and researchers in Bangladesh. To accelerate and sustain the economic growth, the dimension of finance research is very critical which subsequently results diversified types of researches being conducted continuously in this area. At the same time, assessing the directions of researches is also very important to find out the gap in the research vicinity and to explore uncovered issues keeping in mind that the world of finance is vast and there is little success in Bangladesh in terms of area wise research conducted. Moreover, the financial crisis of the world allows us to think further and look back on the finance researches being conducted and its evolution. This paper is an attempt to analyze the dimensions of financial researches that published in Bangladesh from 1973 to 2006. This study analyzes 549 papers covering from available issues (612 issues out of 750) of 18 journals published by well reputed academic institutions in Bangladesh. This paper categorizes the existing finance publications into different major areas and sub-areas. The category of finance researches is also segmented in three time periods based on the research trend in three decades. Finally the paper highlights the most focused areas and its outcomes, where most of the researches have been conducted but still need to do further study, and unexplored areas, where research works is highly required. Private Sector Participation in Infrastructure Development: A Non-Resident Infrastructure Fund in Bangladesh
Infrastructure is considered as the engine of growth for an economy with possibilities of high return for the investors. However, in Bangladesh the infrastructure sector has been suffering a lot due to fund shortage. Bangladesh is one of the highest remittance recipient countries in the world, but the current saving schemes of the country are not enough to attract the non-resident Bangladeshis (NRB). In this situation, an NRB Infrastructure Fund (NIF) can be established, where NRBs will invest in private infrastructure projects like toll roads, private power plant, land and seaport etc. In 2004, the Government prepared the Private Sector Infrastructure Guidelines (PSIG) that emphasized formation of NRB funds for infrastructure sectors. Except for three general mutual funds for NRB under Investment Corporation of Bangladesh (ICB), there has been no other initiative. The viability of the fund remains far below the expectations. This paper proposes an NRB fund for private infrastructure development with option to trade the shares in the local market. The fund will be used for a longer period of time in the company in compliance with the infrastructure project parameters. The paper also provides some technical and commercial proposals for forming such a fund in the country and examines its impacts on the economy as a whol

The Performance and Challenges of Public-Private Partnership (PPP) Projects in Bangladesh
Like many other countries, Public-Private Partnership (PPP) has been appreciated as an important way out for infrastructure development in Bangladesh. Though there have been recent successes in institutional and regulatory framework, other critical issues like transaction expertise, PPP financing facilities are yet to be boosted in the country. There also needs to have a strong incentive for the executing agencies that will bring more bankable PPP projects for the private sector. So far, around 40 private sector infrastructure projects have been completed in Bangladesh with total investment value of US$ 2.9339 billion, and around 40 projects are in the national pipeline. Many PPP projects that were awarded earlier are not performing well due to weaknesses in transaction process. Under this circumstance, to successfully implement PPP projects it is essential to evaluate the effectiveness of the existing PPP project framework in Bangladesh. This paper analyze the selected PPP projects in Bangladesh to draw lesson in the perspectives of the institutional, regulatory, project financing, and other policy relevant issues. The paper specially focuses on up-front project development constrains and corresponding solutions for creating a greater PPP enable environment in the country
Considerable Issues for Sustainable Public-Private Partnership (PPP) Project
The implications of Public Private Partnership (PPP) concept has acknowledged utmost attention from different governments around the world especially in terms of service quality, efficiencies in procurement and risk management, extent of investment undertaken by private sponsor and the ability to generate managerial and technical capabilities. PPPs are seen as a way forward for creating a sustainable atmosphere in terms of economic, social and environmental considerations. However, the variations of PPP schemes have their own set of advantage and limitations over one to another vis-a-vis typical public sector procurement. While adopting and promoting PPPs in a country by the government and involving private sector for a particular PPP deal, specific issues and factors associated with the project must be considered for ensuring sustainability of the project as well as the interest of all stakeholders, i.e, government, private sector and the users. This study focuses on these factors that will help the involved parties to ensure the sustainability of the PPP projects and a fruitful win win contract
Central Public-Private Partnership (PPP) Development Facility for Enhancing Government Obligation and Efficiency in PPP Project
The implications of public-private partnership (PPP) concept has gained utmost attention from different governments around the world because of the opportunities inherent in it in terms of overcoming budgetary constraints, improved service quality, enhanced efficiencies in procurement and risk management, and prospects of generating managerial and technical capabilities. The government obligations in PPP projects are often limited to feasibility study, transaction support and implementing linked government or public sector projects which subsequently raise the question regarding how the required funds should be mobilized by the government for these services as upfront development cost. Generally, any government agency driving a PPP project has to secure budgetary allocation from the central authority for performing the government-side obligations, which is often a complicated and time consuming process due to other priorities of the central treasury. To overcome this challenge, establishment of a central PPP development facility by the government is required. The ability to create and manage such a facility within the government mechanism will ensure seamless development and implementation of PPP projects by different government agencies and will contribute to foster a good relationship between the government and the private sector investors
