    This is the task dataset for SemEval-2020 Task 7: Assessing Humor in Edited News Headlines. The task’s dataset contains news headlines in which short edits were applied to make them funny, and the funniness of these edited headlines was rated using crowdsourcing. This task includes two subtasks, the first of which is to estimate the funniness of headlines on a humor scale in the interval 0-3. The second subtask is to predict, for a pair of edited versions of the same original headline, which is the funnier version. This is a major challenge for university institutions, especially library and information departments, which will have the greatest burden of teaching students new facts, knowledge and skills that will enable them to deal with this environment with sufficient awareness.     لقد حتمت التطورات السريعة في التقنية والاتصالات والعلوم، والانتشار الواسع للتعليم، والتغيرات المتواصلة في مهنة المكتبات والمعلومات إلى تطور المكتبات لتصبح ما يصطلح عليه المكتبات الرقمية، حيث انطلقت مشروعات ومبادرات البحث لإنشاء مكتبات رقمية في العديد من البلدان، لعل أنجحها في هذا السبيل تجارب المكتبات الأوروبية والأميركية؛ حيث الإمكانات الهائلة للتعامل مع التقنية. وفي الجزائر تعد مكتبة د. أحمد عروة الجامعية بجامعة الأمير عبد القادر للعلوم الإسلامية أولى المكتبات الجامعية التي انخرطت في هذا التشكيل الجديد، من خلال مشروعها الفتي الذي انطلق سنة 2002. وعليه تحاول هذه الدراسة الوقوف على عوامل ظهور المشروع ومراحل إنجازه وتنفيذه، وعوامل أخرى متعلقة باستبيان آراء أعضاء الهيئة التدريسية في المكتبة الرقمية ومدى استفادتهم من خدماتها ومساهمتهم فيها؛ وقد اعتمدت الدراسة على أداة الاستبيان في جمع البيانات اللازمة لإلقاء الضوء على الأسئلة التي تمّت الإجابة عنها، وقد ضم الاستبيان 39 سؤالاً أجاب عنها 148 أستاذاً من أصل 186، وهم أفراد عينة البحث. وقد اشتملت الدراسة التي جاءت في بابين على مقدمة و13 فصلاً وخاتمة، بالإضافة إلى قائمة المصادر والمراجع التي تم الرجوع إليها والملاحق الخاصة بالبحث. وتضمّن الباب الأول الإطار المفاهيمي والنظري للبحث وقد اشتمل على 6 فصول. طُرحت الإشكالية والإطار المنهجي للبحث في فصله الأول، تم التطرق لمفاهيم وإشكالية مصطلح المكتبات الرقمية، ودراسة وظائف المكتبات الرقمية وخصائصها، كما عُرضت العملية الرقمية وتقنية تصميم المصادر الرقمية في الفصل الرابع، كما تطرقت الدراسة إلى ما وراء البيانات ومختلف معاييرها، في حين جاء الفصل السادس لاستعراض أهم التجارب الرائدة في مجال المكتبات الرقمية في العالم. أما الباب الثاني من البحث فيتعلق بالإطار الميداني والتطبيقي، ويضم هو الآخر 6 فصول: يتناول الفصل الأول المكتبة الرقمية لجامعة الأمير عبد القادر، ثم دراسة الممارسات الوثائقية لدى الأساتذة، واستكشاف اتجاهاتهم نحو استخدام مصادر المعلومات الإلكترونية، كما تم التطرُّق للممارسات الوثائقية الإلكترونية لدى الأساتذة، ومحاولة معرفة وجهة نظرهم في المكتبة الرقمية للجامعة، وأشير في الفصل الأخير من الباب الثاني إلى التخطيط للمشروعات الرقمية وتنفيذها بالمكتبة الجامعية. هذا ويتناول البحث في الفصل الأخير مناقشة النتائج التي أسفرت عنها الدراسة، وعلى ضوء تلك النتائج أمكن الخروج بجملة من المقترحات كـ: ضرورة تأهيل المكتبيين وضرورة البدء في إنشاء المكتبة الرقمية للرسائل العلمية المجازة في الجامعة، وكذلك المخطوطات، إضافة إلى الدوريات التي تصدرها الجامعة ومخابر البحث المختلفة ومجموعات مكتبات المشائخ العلمية والتراثية النادرة والمؤلفات التي لا تقع تحت طائل حقوق الملكية الفكرية. والتأكيد على أهمية وجود إدارة بالمكتبة تسمى "إدارة المكتبة الرقمية" تتولى تقويم وتطوير البرامج والأداء والخدمات التي توفرها المكتبة، مع توفير الدعم اللازم لها. (ملخص المؤلف)New information technologies and communication, scientific development and expansion of education as well as changes in libraries and information and the emergence of networks compatible with various sources of information are factors that have affected libraries and information services. Now, these services play a key role in access to essential information resources for students and researchers. Many countries have been involved in the launch of digital library projects that have had great success in Europe and the United States of America. In Algeria, Ahmed Aroua library of the University of Emir Abdelkader in Constantine is among the first Algerian university libraries involved in a digitization project since 2002. This study focuses on this project, the causes and reasons for its emergence, the stages of its implementation in addition to evaluation of its services to users. To develop the field study, we conducted a survey with a questionnaire, as a tool for effective information gathering, composed of 39 questions and distributed to 186 teachers from which 148 questionnaires have been returned. Subdivided into two main parts, the study consists of an introduction, 13 chapters, a conclusion, a bibliography and appendices. Thus, the first part consists of 6 chapters reserved exclusively to the theoretical study with respect to digital libraries, their characteristics, the scanning procedures and the different metadata standards, the sixth chapter, which closes the first part of study spreads the pilot projects of digital libraries around the world. Consisted of six chapters, the second part is devoted to the field study aimed to examine the documentation practices of teachers, their tendencies, their attitudes towards the use of electronic resources and also their views on the digital library of their university. The sixth chapter focuses on planning and execution of digital projects in academic libraries. The 13th chapter discusses the results of the survey on which a set of recommendations were suggested such as: 1) Qualification of practicing librarians. 2) Launching of the digital library of thesis at the university, manuscripts, periodicals of the university research laboratories and all the works and documents not subject to copyright. 3) Focus on the launch of a department responsible for the management of the digital library at the university whose primary mission is based on evaluation and program development and delivery services as well as to ensure ongoing support.     The archival chain in the traditional environment has always experienced many problems, from receiving documents within the archive establishment, applying scientific and technical processing, then the production and preservation of research means and tools to the extent that they are made available and the provision of services to beneficiaries, both in presence (direct-access) or through internal or external information networks; With the emergence and spread of technology of various types, forms and pattern of use, various States, through their institutions and boards, have initiated their incorporation into their activities and services. This is in order to obtain the privileges it provides, especially in terms of saving effort and reducing the processing time of documents and files whether combined or dispersed . Algeria, like the rest of the world, has entered the digital environment by developing a global national policy called "Algerian electronic policy" starting in 2013. It aims through it to modernize the management and administration of all State institutions and boards, improve and develop their services, and seek to design and develop a unified national computing system in preparation for the application of electronic government. The Constantine Department of Education is a governmental department that has a great impact on the life of the community, where it manage a sector comprising schools and institutes to teach future generations, In addition to the large scale of the sector, which includes a significant number of managerial staff in different grades and ranks, not to mention the pupils, all that result on a large volume of documents produced and handled at the level of the department itself. In its various internal and external services and offices, or at the level of the educational institutions of the department on the territory of the Wilaya. Where the Department of Education has been involved in the experiment since 2014 by implementing a project to computerize its archives, has designed, and developed a database to facilitate the control of its documentary assets and to seek to develop and improve its service offerings . Our study aims to explore everything related to the computing project, starting with knowledge of its motivations and reasons, the possibilities available to embody it, and then evaluate its role in changing the service supply in the archive office and to identify its future perspectives and phases. In our study, we employed descriptive method using the analysis approach because it is most appropriate for such research, and we conducted two interviews with the author of the archive office, the second with the assistant computer engineer. The study showed that the computing project suffers from a big delay in achieving it, as it did not exceed 3.79%, although five years have passed since it was launched. Among the most prominent factors that obstruct its progress and prevented it from achievement on time are mainly the insufficient human, financial, material and technical resources in the project. Also, the lack of harmony and concordance between the latter and the digital ground of the national education sector, which negatively reflected the service supply in the archive office. Consequently, the study suggested the necessity of developing a global (overall) strategy for restructuring the project, identifying the areas of malfunction, and consequently developing evaluation plans, and starting from planning, providing means and equipment; the implementation, then activation, and delivery of the product to the beneficiaries. The beneficiary must be involved in order to reflect his wishes and needs. Accordingly, the service supply is designed and built in the archive office.4629732

    We aim through this exploratory study to identify and know the actual orientations of university researchers in the use of electronic information sources when preparing and accomplishing their scientific research. To reach this goal, we analyze reference citations of doctoral theses in both specialties “Libraries and Archives”, from 2010 to 2016, at the Institute of Library science and Documentation, at the university Constantine 2- Abdelhamid Mehri.     Institutional digital repositories in Algerian universities: Preparation of a mechanism for the construction and the implementation of the institutional repository of Abdelhamid Mehri University Constantine 2

    This study is aimed at examining and identifying the digital institutional repositories in the Algerian universities which were counted by the OpenDOAR and estimated at 12 institutional repositories, by examining indicators related to the subjective distributions, information retrieval, Metadata description methods, additional services, software used, digital repositories deposit policies, and copyright management, as well as the establishment of a mechanism to build the institutional repositories to guide the university of Abdelhamid Mehri Constantine 2 in the development of institutional repository for the benefits of faculty authors, electronic theses and dissertation were the most resources available in the repositories under study by 91%, the digital repositories of the study were based on the open source software “Dspace” by 83%, and the study found lack of some policies in most of the repositories under the study.تأتي هذه الدراسة من أجل فحص وتحديد المستودعات الرقمية المؤسساتية الموجودة بالجامعات الجزائرية والتي تم إحصاؤها من طرف دليل المستودعات الرقمية ذات الوصول الحر OpenDOAR والمقدرة بـ 12 مستودعا رقميا مؤسساتيا وذلك من خلال فحص مؤشرات متعلقة بالتوزيع الموضوعي والزمني، طرق إسترجاع المعلومات، وطرق عرض بيانات الوصف لمصادر المعلومات بالمستودعات الرقمية، الخدمات الإضافية، البرمجيات المستخدمة في بناء المستودعات الرقمية، سياسات الإيداع بالمستودعات الرقمية، إدارة المحتوى وإدارة حقوق النشر. وكذا وضع ألية لبناء المستودعات المؤسساتية لتسترشد بها جامعة عبد الحميد مهري قسنطينة 2 في تطوير مستودعها المؤسساتي لفائدة أعضاء هيئة التدريس، وقد كانت الرسائل الجامعية الإلكترونية أكثر المصادر إتاحة بالمستودعات موضوع الدراسة بنسبة 91%، و اعتمدت المستودعات الرقمية موضوع الدراسة على برمجية Dspace المفتوحة المصدر بنسبة 83%، كما توصلت الدراسة الى انعدام بعض السياسات لدى أغلب المستودعات المؤسساتية موضوع الدراسة.181-213216

    In this work a tabu search-based "multi-objective simulation optimisation model " is proposed for loading flexible cell production systems. The problem is formally stated as a goal-programming model hybrid in nature. Some objectives and parameters are determined analytically others are determined from the developed simulation model. The model is solved utilising a tabu search algorithm developed by the author. In the developed methodology parts are assigned to the cells to achieve required performance levels. A capabilitybased approach is used to define processing requirements of products and processing capabilities of production resources. Parts are assigned to cells such that load is balanced between cells and individual production resources within the cells, cell interactions are kept to a minimum, required system performance levels satisfied (when feasible). Example application is provided to explain the developed methodology. 1
