    Labour mobility and diaspora: An overview of Solomon Islands’ historical regulatory experience, 1850s-2013

    With less than 4,500 of its population of around 600,000 living overseas in 2013, the Solomon Islands ranks 138th in the world for diaspora formation. At these levels the scale of the diaspora as a proportion of population (0.8 percent) remains lower than it was in the early 20th century, when more than 5,000 Solomon islanders were compulsorily repatriated from Queensland under early Australian Commonwealth legislation. This working paper retraces and reframes the history of Solomon Islands labour mobility and diaspora formation since the 1850s, considering it in relation to the wider institutional and macro-regulatory machineries of three phases or regimes of economic, trade and mobility regulation. These regimes are referred to in this paper as: 1.liberal imperial, 2. national territorial and 3. International neoliberal. We argue that Solomon Islanders’ participation in labour mobility has been substantial under all three phases, but that international mobility and diaspora formation only developed significantly under the liberal imperial regime. Even then, however, its development proved precarious. The ways regional actors and governments acting within the different regimes have framed and segmented labour markets continue to powerfully shape mobility and diaspora outcomes. The paper concludes with a discussion of the implications of the situation to date for future economic development and security in Solomon Islands

    This article explores both the process and outcomes of a working Partnership between Solomon Islands College for Higher Education and the University of Waikato that explored the development of the initial teacher education health education courses. Through a process of co-construction and inquiry, teacher educators from the Solomon Islands and New Zealand developed a metaphorical context-specific model to represent understandings of health education in the Solomon Islands. The model and what this has meant for teaching and learning in health education at both SOE and in schools is examined

    "He hath Mingled with the Ungodly": The Life of Simeon Solomon After 1873, with a Survey of the Extant Works

    This thesis focuses on the life and work of the marginalized British Pre-Raphaelite and Aesthetic homosexual Jewish painter Simeon Solomon (1840-1905) after 1873.This year was fundamental in the artist’s professional and personal life, because it is the year that he was arrested for attempted sodomy charges in London. The popular view that has been disseminated by the early historiography of Solomon, since before and after his death in 1905, has been to claim that, after this date, the artist led a life that was worthless, both personally and artistically. It has also asserted that this situation was self-inflicted, and that, despite the consistent efforts of his family and friends to return him to the conventions of Victorian middle-class life, he resisted, and that, this resistant was evidence of his ‘deviancy’. Indeed, for over sixty years, the overall effect of this early historiography has been to defame the character of Solomon and reduce his importance within the Aesthetic movement and the second wave of Pre-Raphaelitism. It has also had the effect of relegating the work that he produced after 1873 to either virtual obscurity or critical censure. In fact, it is only recently that a revival of interest in the artist has gained momentum, although the latter part of his life from 1873 has still remained under-researched and unrecorded. Therefore, the function of this thesis is to re-evaluate Solomon’s life after his arrest in 1873 and reveal what actually happened to the artist during the final thirty-three years of his life. It does this primarily through a unique study and examination of newly identified archival documents and information. By examining, in particular, the original nineteenth-century records that relate to his arrest in London, and those that record a virtually unknown arrest in Paris in 1874, and putting this in the context of nineteenth-century sodomy law and male homosexual society, it is possible to re-consider Solomon’s previously misunderstood resistance to sexual and societal rehabilitation. It makes use of a new critical understanding, which now suggests the non-repentance of the previously seen tragic figure of the homosexual male in Victorian society, which was promoted in part by the Oscar Wilde trials of 1895. The study of the detail of Solomon’s later life within this thesis will support these new ideas by promoting the suggestion of the artist as self-consciously queer and unapologetic. In addition, this thesis includes, for the first time, a survey of Solomon’s works produced after 1873, which help to provide an approximation of how active Solomon was artistically; suggest what kind of media he was using during certain periods; record who was continuing to buy Solomon’s work at this time, and to make the images of Solomon’s extant work available to future researchers.     Funds of knowledge: Developing a Diploma in Teaching in Early Childhood Education in the Solomon Islands.

    This article discusses how three early childhood teacher educators, from the Solomon Islands College of Higher Education School of Education and the University of Waikato Faculty of Education, worked in partnership together and with others to develop a new Diploma in Teaching Early Childhood Education (ECE) for the Solomon Islands. We argue that the knowledge and understandings that we shared about New Zealand early childhood education and its bicultural curriculum Te Whāriki made our task easier from the outset. So too did our shared "funds of knowledge" and expertise, particularly the Solomon Islands women's indigenous knowledge and abilities to reflect on teaching and learning in their nation and New Zealand, two contexts they understood well. As we worked through a range of issues related to the development and delivery of courses, the primacy of relationships and historical, cultural and social contexts for learning were reinforced. Broad understandings of relevant education pedagogy for adults and young children were incorporated through the diploma development process. The result was a new Diploma in Teaching Early Childhood Education and new ways of teaching and learning embedded in Solomon Islands contexts, blending the best of local and imported knowledge. This article adds to a small body of literature related to ECE in the Solomon Islands and the Pacific region

She argues that although there were many laudable achievements, the key lesson of RAMSI for Australia is the importance of knowing how much to spend and when to leave. Key findings Australian expenditure of 2.6 billion on the Regional Assistance Mission to Solomon Islands over ten years was a high price to pay for stability in a country of 500,000 people. The RAMSI experience showed the value of integrating Australia’s foreign, economic, aid and security policies and just as importantly of working with Pacific island partners in the region. Large-scale missions like RAMSI would benefit from clearly defined exit strategies and rigorous assessment of performance in order to control costs and maximise impact

    The Solomon Islands School of Education Partnership: Aspirations, context and design in educational change.

    This article provides a background and context for a project that linked the School of Education in Solomon Islands College of Higher Education (SOE) with an external partner to work together on institutional and educational change. The four and a half year Partnership was funded by the New Zealand Aid Programmei. Pre-service teacher education in Solomon Islands is mainly provided by the School of Education. For a number of years the school has faced many challenges in its attempt to offer quality pre-service teacher education. Some challenges were external, such as political instability and ethnic unrest, and some were internal, such as a need to address the school's aims, design of programmes, quality of teaching, learning and assessment and the professional development of academic staff. We explain how the partnership responded to challenges and evolved in a way that recognised the input of the School of Education staff and avoided the imposition of solutions by the external partner. The major aspirations and intentions of the Partnership are described along with indications of positive changes that led to an extension of the project. A major change in the school was the inclusion of a teacher education programme for some of the many untrained practising teachers in the Solomon Islands. It is pointed out, however, that there were risks and challenges that faced the Partnership over its duration. Some were outside the control of the partners and others could be addressed and improvements made, especially within the school using a collaborative approach. It is argued that issues remain and further impetus is needed to effect more lasting change

    Abraham traditions in Middle Jewish literature : implications for the interpretation of Galatians and Romans.

    In the first three sections of the thesis it is shown how the figure of Abraham functioned in different types of Middle Jewish works. In several different contexts, Abraham functioned as the ideal Jew. The most popular traditions were that Abraham was the first monotheist and anti-idolater, he was obedient to the Mosaic law, and he was hospitable. In Galatians Paul employed the first two Jewish traditions of Abraham in the context of early Christianity to define those who are now members of the people of God. Paul argued forcefully that obedience to law was inferior to being "in Christ" (Gal 3:10- 12, 17, 19, 23-26) because his Jewish Christian opponents were employing the figure of Abraham who was obedient to the Mosaic law to persuade Gentile Christian converts to adhere to the law. The figure of Abraham as the first anti-idolater and monotheist further informed the interpretation of Galatians. Obedience to the law was tantamount to idolatry (Gal 4:1-11). All those who were true children of Abraham should shun the law, just as Abraham was known to have shunned idolatry. In Romans, Paul played upon the tradition which connected Abraham with the Mosaic law (Rom 4:3). He redefined the faith of Abraham as the faith in the one God who gave life to the dead and who called into being the things that do not exist (Rom 4:17). He explained that the faith of Abraham in the God who gave life to the dead is the same as faith in the God who resurrected Jesus Christ from the dead for the forgiveness of sin (Rom 4:23-25). Paul reshaped the tradition of the monotheistic belief of Abraham into faith in the God of Christ. Through this analysis the thesis attempts to demonstrate the fruitfulness of setting Paul's discussion of Abraham in the context of Middle Jewish traditions about Abraham which have first been viewed in their own right and not simply subsumed under the categories of Paul's own gospel
