Vpliv talibanskega režima na operacijo humanitarne pomoči v Afganistanu
The Taliban’s takeover of Afghanistan on August 15, 2021 has significantly altered different sectors landscape, including the humanitarian programs, similar to the Taliban’s first period of rule between 1996 and 2001. This thesis examines the impact of the Taliban regime on humanitarian aid operations, with a focus on how Taliban’s restrictive policies have affected the delivery, effectiveness, and accessibility of humanitarian assistance. Through in-depth interviews with Afghan men and women working in humanitarian sector within the country, the study explores key challenges, such as restrictions on women’s rights, systemic discrimination and atrocities against ethnoreligious minorities, like Hazaras, as well as operational barriers that hinder aid distribution, all of which contribute significantly to the increased vulnerability of the population. This shift has also led to a rise of the number of humanitarian aid beneficiaries. Furthermore, based on the analysis of primary data, the thesis addresses the funding and resource constraints as part of the international community’s response to the Taliban’s escalating human rights violations.

Amiri Baraka. Ritratto dell'artista in nero
"Amiri Baraka.

Selective mineralocorticoid receptor blocker eplerenone reduces resistance artery stiffness in hypertensive patients
Some antihypertensive agents may improve resistance artery remodeling in hypertensive patients whereas other agents may not, for similar blood pressure reduction. We questioned whether the selective mineralocorticoid receptor blocker eplerenone improves resistance artery remodeling in hypertensive patients versus the β-blocker atenolol. Sixteen hypertensive patients were randomly assigned to double-blind daily treatment with eplerenone or atenolol. Resistance arteries from gluteal subcutaneous tissue were assessed on a pressurized myograph. After 1 year of treatment, systolic and diastolic blood pressures were similarly well controlled in both groups. Endothelial function did not change with treatment in either group. Media/lumen ratio and cross-sectional area were unchanged in either the atenolol or the eplerenone group. In atenolol-treated patients, the arterial wall became stiffer, whereas in the eplerenone-treated patients, it became less stiff and similar to that of a normotensive control group. The media collagen/elastin ratio was reduced only after eplerenone treatment. Circulating concentrations of osteopontin, monocyte chemoattractant protein-1, basic fibroblast growth factor, interleukin-8, and interleukin-10 were significantly reduced only by eplerenone. However, plasma interleukin-1 receptor a concentration was significantly reduced by both drugs. In conclusion, in hypertensive patients, blood pressure control for 1 year with atenolol was associated with increased wall stiffness of resistance arteries, whereas eplerenone treatment was associated with reduced stiffness, decreased collagen/elastin ratio, and a reduction in circulating inflammatory mediators. These data raise the possibility that eplerenone treatment of hypertensive patients when normalizing blood pressure could potentially be associated with better vascular protection and outcomes than the β-blocker atenolol, which remains to be demonstrate
Improved delivery rate-cache capacity trade-off for centralized coded caching
Centralized coded caching problem, in which a server with N distinct files, each with the size of F bits, serves K users, each equipped with a cache of capacity MF bits, is considered. The server is allowed to proactively cache contents into user terminals during the placement phase, without knowing the particular user requests. After the placement phase, each user requests one of the N files from the server, and all the users' requests are satisfied simultaneously by the server through an error-free shared link during the delivery phase. A novel coded caching algorithm is proposed, which is shown to achieve a smaller delivery rate compared to the existing coded caching schemes in the literature for a range of N and K values; particularly when the number of files is larger than the number of users in the system
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
