Il futuro del cielo unico europeo. Verso un accentramento delle competenze sul controllo del traffico aereo nell’Agenzia Europea per la Sicurezza Aerea (EASA) – The Future of the Single European Sky. Towards the Centralisation of Air Traffic Control Competences within the European Union Aviation Safety Agency (EASA)
The essay focuses on the most relevant amendments under European Commission’s Proposals No. 577 and 579 of 2020 for the development of the Single European Sky (SES). In particular, one of the major amendments consists in the introduction of a new mechanism for the designation of air traffic service providers which will no longer be chosen by Member States at their own discretion but selected by tender. Another novelty is represented by the establishment of a permanent Performance Review Body (PRB) function, to be exercised by the European Union Aviation Safety Agency (EASA). The essay provides a critical analysis of the implications of these amendments with regard to the centralisation of powers within EASA, to the review of air traffi
Aeronautical product liability insurance and recent development
Insurance is a crucial component of international aviation and, inevitably, it is influenced by the evolution or insertion of new technology. The article offers an analysis of how new technologies applied to aircraft and air transport infrastructure have influenced product liability insurance policies. Indeed, the current allocation of risks and liabilities among the various operators in the aviation sector could be changed by the implementation of the EU Single European Sky programme. Moreover, the improvement of anti-collision devices should increase safety and lead to review of the allocation of risks among the Air Traffic Management stakeholders and consequently change the allocation of responsibility and the relevant insurance obligations. This is what occurred in the recent cases examined in the article

Public Service Obligations and Compensations during Covid-19
The COVID-19 pandemic caused serious consequences to the air transport sector and, in general, for the European mobility. If compared to the same period of last year, there is an 80% reduction in flights and a 75% reduction in airports operations. As around 50% of air freight is carried in the bellies of passenger aircraft, the reduction in passenger traffic has led to a significant drop in air cargo capacity.
In order to deal with these circumstances, on 13 May 2020, the European Commission issued Guidelines on the various support measures that Member States may use within the exceptional context of the COVID-19 outbreak. The measures shall in any case be compliant with the EU rules on State aid and Public Service Obligations (PSOs)
