My Father Adolf Abramovich Ioffe: Memories, Documents and Materials
Adolf Abramovich Ioffe, a revolutionary diplomat and Bolshevik leader who played a crucial role in Soviet foreign policy during the early years of the USSR. Adolf Ioffe was instrumental in negotiating key treaties, including the Treaty of Brest-Litovsk, and fostering diplomatic relations with European and Asian powers
Adolf Abramovich Ioffe (1883 - 1927): Diplomat of the Revolution Collection of Works
Adolf Abramovich Ioffe, one of the Soviet Union’s most influential early diplomats and revolutionaries. Known for his role in negotiating the Treaty of Brest-Litovsk and other critical diplomatic missions, Ioffe was a staunch advocate for Soviet foreign policy during its formative years
Ioffe times in DIS from a dipole model fit
We present a study of Ioffe times in deep inelastic electron-proton scattering. We deduce ‘experimental’ Ioffe-time distributions from the small- x HERA data as described by a particular colour-dipole-model fit. We show distributions for three representative γ* p c.m. energies W and various values of the photon virtuality Q 2. These distributions are rather broad for transversely and very narrow for longitudinally polarised virtual photons. The Ioffe times for W = 150 GeV, for example, range from around 103 fm for Q 2 = 1 GeV2 to around 10 fm for Q 2 = 100 GeV2. Based on our results we discuss consequences for the limitations of applicability of the dipole picture
First Antihydrogen Production within a Penning-Ioffe Trap
Slow antihydrogen ((H) over bar) is produced within a Penning trap that is located within a quadrupole Ioffe trap, the latter intended to ultimately confine extremely cold, ground-state (H) over bar atoms. Observed (H) over bar atoms in this configuration resolve a debate about whether positrons and antiprotons can be brought together to form atoms within the divergent magnetic fields of a quadrupole Ioffe trap. The number of detected (H) over bar atoms actually increases when a 400 mK Ioffe trap is turned on
Typical convex programming problem is very well posed
In this paper we consider the collection of convex programming problems with inequality and
equality constraints, in which every problem of the collection is obtained by linear perturbations of the cost
function and right-hand side perturbation of the constraints, while the “core” cost function and the left-hand
side constraint functions are kept fixed. The main result shows that the set of the problems which are not
well-posed is σ-porous in a certain strong sense. Our results concern both the infinite and finite dimensional
case. In the last case the conclusions are significantly sharper
On Limits of Variational Problems. The case of a Non-Coercive Functional
Typical convergence theorems for value functions and solutions of (parametric families of)
optimization problems based on È-convergence of the corresponding functionals usually
rely on equi-coercivity assumptions. Without them the connection between the È-limit of
the functionals and values and/or solutions of the problems may be completely broken.
The question to be discussed is whether it is possible, even in the absence of a coercivity-
type assumption, to ßnd limiting optimization problems (parametrized in a similar way
and determined by functionals which may diÞer from the È-limits of the functionals of
the sequence) such that the value functions and solutions of the problems of the sequence
converge in a certain sense to those of the limiting problems. A positive answer to the
question is given to a class of variational problems (containing optimal control problems
with linear dynamics)
Was There a Quiet Revolution? Belarus After the 2006 Presidential Election
The 2006 presidential election in Belarus mobilized a large cross-section of society to protest against the Lukashenko regime. Although unprecedented, the mass mobilization was short-lived, failing to develop into another kind of coloured revolution in the region. The key to our understanding of the endurance of Lukashenko's regime seems to lie in its internal environment, and notably, in the seemingly contradictory feature of the Belarusian electorate. Not only do they fully identify with the president, thus effectively legitimizing his politics and policies; they also do so knowingly, through their strategic learning of how to survive and even thrive under Lukashenko's regime. This type of learning, however, may not necessarily lead to a critical reflection of the regime's malpractice, and thus is unlikely to challenge its foundations
V.M. Zhirmunskii in a changing world: on the problem of the context of the scholarʼs intellectual quest: from German mystic romanticism to the semiotics of myth and behaviour
The article serves as an introduction to the present special issue devoted to Viktor Zhirmunskii. Zhirmunskii's work in the field of philology, especially his study of German Romanticism, is considered with regard, first, to his criticism of the Formal method and second, in view of the central place of the epic/mythopoetic in Zhirmunskii's conception of culture. The main context discussed here is Nietzsche's philosophy of the Apollinian and Dionysian principles. Finally, the author briefly introduces the contributions to the present issue
Antiproton Confinement in a Penning-Ioffe Trap for Antihydrogen
Antiprotons ((p) over bar) remain confined in a Penning trap, in sufficient numbers to form antihydrogen ((H) over bar) atoms via charge exchange, when the radial field of a quadrupole Ioffe trap is added. This first demonstration with (p) over bar suggests that quadrupole Ioffe traps can be superimposed upon (p) over bar and e(+) traps to attempt the capture of (H) over bar atoms as they form, contrary to conclusions of previous analyses
