Brisbane 2032
Brisbane 2032 starts a new era in Olympics with many unique and unusual elements we can expect to see in future Olympics. It is the first host selected using the new bidding process which awarded the Games to this unrivalled and comparatively unknown, mid-size city eleven years before the event. Despite the conventional but misleading city name for the Games it will truly be a regional event – a first in Olympics history. It is also the first that is contractually obligated to be climate positive. This chapter introduces the most recently announced Olympics host and explores how the city is using the Games as a catalyst to realize and accelerate long-term goals ranging from active and public transport projects and urban renewal and transformation through Games Villages and venues to achieving sustainability and carbon emission targets. The Kenya National Digital Master Plan 2022-2032
The Kenya National Digital Master Plan 2022-2032 is a sequential progression of the Master Plan 2014-2017, the blueprint for leveraging and deepening the contribution of ICT to accelerate economic growth. The Master Plan 2014-2017 which firmly grounded on the e-Government Strategy 2004, the first National ICT Policy of 2005 and The Master Plan 2013, adopted a conceptual model that espoused the critical elements necessary for a social-, economic- and political-wide pervasive and
ubiquitous ICT for rapid and broad contribution to growth. The Master Plan categorized the ICT elements into foundations and pillars as a conceptual model to foster understanding and structuring the strategic interventions. The foundations included; ICT human capital and workforce development, Integrated ICT infrastructure and Integrated information infrastructure

decisions that affect their affairs. The Constitution 2010 provides for the preparation of development plans by
counties.Among such plans include the County Sectoral Plans. These plans are programme based with strategic
priorities that have measurable performance indicators, goods and services to be rendered and budget allocated to each
programme.
When we took the oath to assume county leadership in the historical inauguration ceremony on 25th August 2022, the
Governor and myself emphasized on selfless service. This divine calling to serve the great people of Kwale is the
main guiding development philosophy started by our predecessor the Emeritus Governor Salim Mvurya. His
leadership was exemplary because of good governance, mutual and beneficial cooperation, strong dedication,
transparency and accountability. Our resolve and drive is to uphold these leadership virtues to ensure we transform
the county even further for better and quality life of the citizens.
This CSP 2023-2032 contains broad based quality life enhancing priority programmes developed through
stakeholders’ consultations and wider public participation. In the first two terms of devolution there were many success
stories and gains made. Going forward, through this long-term plan and other plans, we will build on the successes
while at the same time address the challenges which continue to derail rapid county transformation. More importantly,
we will continue with the implementation of high impact programmes to empower our youth, women and people with
disabilities in a bottom up approach consistent with the Kenya Kwanza economic transformation agenda
Murang'a County Agricultural Farm Inputs Subsidy Policy 2022-2032
The agricultural farm inputs subsidy policy is a policy instrument that outlines the goals, the
objectives, the methodology and the justification with the resultant outputs and impacts of the
program designed to start in year 2022 up to year 2032. The program is aimed at cushioning
farmers through farm inputs subsidy, in the mango and dairy value chains, delivering produce
to contracted processers and up takers of raw materials. This is meant to be an improvement to
the previous subsidy program where the County Government used to do bulk procurement of
specific farm inputs that were non targeted and which has generated a number of lessons to
improve on. The agricultural farm inputs subsidy program shall use a mobile based approach
where farmers shall receive cash instead of physical farm inputs to offer flexibility in decisions
making most ideal to their production options.
The overall goal is to ensure adequate use of agricultural inputs which has been identified as
one way of enhancing agricultural productivity. Agricultural input subsidies aim to make inputs
available to users at below market costs as a way of incentivizing adoption, increasing
agricultural productivity and profitability, increasing food availability and access and
ultimately reducing poverty and stimulating economic growth. The logic behind the proposed
subsidy is premised on the fact that farm inputs use among small scale producers is low due to
inflationary factors beyond their control and ends up leading them to a poverty cycle

Kakamega County Sector Plan for Social Protection, Culture and Recreation 2023-2032
Social Protection, Culture and Recreation Sector is one of the key sectors that are
expected to drive the County’s agenda in realizing the Kenya Vision 2030. This Sector
Plan is expected to promote socio-economic empowerment of youth, women and
vulnerable groups in the society. The Plan also aims at promoting diverse culture so as to
realize a peaceful coexistence among all Kenyans. This Plan identifies development
issues and outlines strategies for solving them. In addition, programs and projects to be
implemented in the next ten years (2023-2032) have been highlighted. The Plan has been
aligned to the Constitution of Kenya 2010, Kenya Vision 2030, Fourth MTP, gender,
youth and vulnerable groups related, regional and international commitments,
conventions and treaties. The Plan has been prepared in consultation with relevant sectors
and other key stakeholders. The key thematic areas addressed by the Plan are: Social
services, Labour, Gender and Children; Youth and Sports; Culture, heritage and Library.
To achieve the sector’s objectives under these thematic areas, several flagship projects
will be implemented within the plan period. These are: Social Protection Schemes,
Women and Youth Empowerment, Sports promotion and establishment of a County
Museum. Finally, effective implementation of this sector plan will require active
participation and support by all stakeholders
