Nyamira County Annual Development Plan 2026/2027
The County Government of Nyamira continues to implement comprehensive programmes to uplift the welfare of the people and ensure sustainable social, economic, environmental and political development. This County Annual Development Plan (CADP) for 2026/2027 marks the fourth year of the implementation of the third County Integrated Development Plan (CIDP) 2023-2027. This development agenda also targets programs aligned to Bottom Up Economic Transformation Agenda (BETA), Sector Plan 2023-2033, Kenya Vision 2030, Fourth Medium Term Plan 2023-2027, Sustainable Development Goals and the Governors Manifesto.
This County Annual Development Plan is developed pursuant to section 126 of the Public Finance Management Act (PFMA), 2012. The priority programmes contained herein are intended to meet strategic sector objectives geared towards well intended outcomes. The implementation of the CADP is expected to stimulate economic growth and hence contribute to sustainable and equitable socio- economic development.
Implementation of the Annual Development Plan 2026/2027 would set the pace for socio-economic development and sustainable growth through mobilization of resources at local, regional, national and international levels. Efficient and effective management of public resources and reforms in governance would enhance competitiveness of Nyamira County and attract investors

Busia County integrated Development plan 2023-2027
The County Government Act, 2012, Section 104 and 108, obligates counties to develop a County
Integrated Development Plan (CIDP) setting up planning units at all county administrative levels.
It further seeks to promote public participation and engagement by non-state actors in county
planning processes. In fulfillment of aforementioned requirements, the County Government of
Busia has developed its 3rd generation CIDP for 2023- 2027 that is instrumental in linking
policy, planning and budgeting as required by the Constitution 2010 and other legislation. This
County Integrated Development Plan (CIDP) outlines processes through which various efforts at
national and devolved levels of government and other relevant public institutions are
coordinated at local level to bring economic, social, environmental, legal and spatial aspects of
development together to meet the needs and targets set for the benefit of local communities.
The guidelines for preparation of the Third-Generation County Integrated Development Plans,
2023 – 2027 provided requisite norms and standards for preparation of the 3rd generation CIDPs
to ensure uniformity across all counties. The guidelines were expected to strengthen mechanisms
for linking county policies, planning and budgeting processes. The CIDP 2023-2027
preparation guidelines also considered lessons learnt from implementation of previous 2nd
generations of CIDPs as well as emerging issues and challenges. The county development
priorities, strategies and Programmes and projects were identified by the stakeholders in the
county. The process was carried out in a participatory manner and entailed extensive
stakeholder consultations, receipt of written memoranda and involvement of key stakeholders.
The projects and programmes will be implemented during 2023-2027 period
Siaya County Annual Development 2026/2027
This is the fourth plan in a series of Annual Development Plans that implement the County
Integrated Development Plan 2023-2027. The preparation of the Annual Development Plan (ADP) is anchored in section 126(3) of the PFM Act 2012.
The aspirations of the County ADP (CADP) 2026-2027 feed into both the National government development thinking as espoused in the Vision 2030 and international commitments that include the Sustainable Development Goals (SDGs) and AU Agenda 2063 among others.
The CADP (2026-2027) provides a bridge for implementing the government’s CIDP theme of Economic Transformation for Shared Growth. This transformation requires a paradigm shift that places the agricultural sector as the anchor for food security, value addition, improved healthcare, industrial and enterprise development as espoused in the “Nyalore” manifesto.
Key macro project and programmes to be implemented in the medium term include: Operationalization of the Siriwo Rice Mill; Pre-primary school feeding programme; County Subsidy programmes; Crop, Fish and Livestock value addition, establish Aggregation Centres and enhance Medium and Small Micro Enterprises through the Cooperative Development Fund among others
Kericho County Integrated Development Plan 2023-2027
The Constitution 2010 ushered Kenya into two levels of Government, the National and the devolved system of governance consisting of 1 National and the 47 County Governments. It assigned exclusive and concurrent functions to the two tiers of government as provided for in Article 186 and the Fourth Schedule. The National Government is assigned national economic policy and planning as well as capacity building and technical assistance to counties, among others functions.
In line with its mandate of spearheading National and sectoral development planning, the National Treasury and Economic Planning, through State Department for Economic Planning developed guidelines for preparation of the Third-Generation County Integrated Development Plans, 2023 – 2027, in order to provide requisite universal standards for preparation of CIDPs and ensure uniformity across all the counties. The CIDP 2023-2027 took into account lessons learnt from implementation of the previous 2nd generation of CIDPs as well as emerging issues and challenges.
Kericho County Integrated Development Plan (CIDP) 2023-2027 outlines policies, programs and projects for implementation in my third term administration aimed at continuing transforming lives of our citizen. It succeeds the First CIDP 2013-2017 and second CIDP 2022-2018 and carries forward the programs and projects that were not completed. Kitui County Integrated Development Plan 2023-2027
Article 220 of the Constitution of Kenya, Section 126 of the Public Finance Management Act, 2012 and Section 108 of the County Governments Act, 2012 require county governments to prepare 5-year County Integrated Development Plan and Annual County Budgets to implement them. Further, Section 104 (1) of the County Government Act, 2012 states that, “A County Government shall plan for the county and no public funds shall be appropriated without a planning framework developed by the County Executive Committee and approved by the County Assembly”. The theme of the Kitui 2023-2027 County Integrated Development Plan (CIDP) is Accelerating the Kitui Economic and Social Transformation Agenda (KESTA). The Kitui CIDP 2023 – 2027 was prepared through a highly participatory and consultative process. The CIDP provides a platform to facilitate an integrated and coordinated approach to addressing the key development needs of the people of Kitui.
The Kitui CIDP 2023 – 2027 is aligned to H.E. the Governor’s 16 point development agenda which has been conceptualized in to 6 pillars namely Food Security; Water Access; Healthcare; Aggregation & Industrial Parks, Appropriately nurtured & skilled human capital and Planned Urban Development as well as the Enabler
Machakos County Integrated Development Plan 2023-2027
Machakos County Integrated Development Plan (CIDP) 2023-2027 is a five-year Plan which sets the strategic priorities of the County Government. It contains Programmes with specific objectives, implementation plan, and monitoring and evaluation framework with a clear reporting framework. The CIDP is the basis for budgeting and planning in the county and will be implemented through a series of Annual Development Plans (ADPs).
The CIDP 2023-2027 is the result of inputs and participation of various stakeholders and the citizens of Machakos County who were extensively consulted in its development process. Reference was made to Governor's manifesto, CIDP I and II, the Constitution of Kenya, the County Government Act 2012, the Kenya Vision 2030 and Sustainable Development Goals (SDGs) among other documents. The Plan aspires to transform the County into model of excellence with high quality life to all its citizens in a clean and secure environment
Bomet County Integrated Development Plan 2023-2027
Article 125 and 126 of the Public Finance Management Act, 2012, provides that each county will prepare an integrated development plan, which will include both medium term and long-term priorities to be achieved by the county. The second Bomet County Integrated Development Plan (CIDP II) for the period 2023-2027 was prepared by the department of Finance and Economic Planning in close collaboration with all sectors. The CIDP is a product of broad-based consultative process in each of the 25 wards which brought together a cross-section of stakeholders within the county. The plan has been aligned to the Kenya Vision 2030, the Third Medium Term Plan 2023-2027, the Constitution of Kenya 2010 and the Sustainable Development Goals (SDGs)
Vihiga County Integrated Development Plan 2023-2027
This is the 3rd Generation County Integrated Development Plan (2023-2027 CIDP) to be prepared since onset of the devolved government system in 2013. The 2023-2027 CIDP aims at making Vihiga a model county in inclusive growth and sustainable development providing high quality of life to all residence. Like the Kenya Vision 2030, the CIDP is anchored on economic, social and political pillars. The economic pillar aims at ensuring prosperity for all citizenry of Kenya through inclusive and sustainable development programmes. The social pillar seeks to build a just, cohesive and equitable society living in a clean and secure environment. The social pillar is anchored on transformation in education and training, health, water and sanitation, and environment. Others are housing and urbanization, gender, youth, sports and culture. The political pillar is that of a democratic political system that is issue-based, people –centred, result-oriented and accountable to the public.
The following guiding principles of planning and development facilitation as spelt out in the County Government Act 2015 were observed in preparing the CIDP 2023-2027; Integration of national values in all processes and concepts;Protect the rights to self-fulfillment within the county communities and with responsibility to future generations; Protect and integrate rights and interest of minorities and marginalized groups and communities; Protect and develop natural resources in a manner that aligns national government policies; Align county financial and institutional resources to agreed policy objectives and programmes; Engender effective resource mobilization for sustainable development; Promote the pursuit of equity in resource allocation within the county; Provide platform for unifying planning, budgeting, financing, programme implementation and performance review, and serve as a basis for engagement between county government and the citizenry, other stakeholders and interest group
