    The 2025/2026 Budget directs resources towards specific interventions to realize the County's blueprint for economic vibrancy and prosperity. This budget considers the County's priority programs and objectives outlined in the County Integrated Development Plan 2023-2027 within the Medium-Term Expenditure Framework for 2025/26 – 2027/28, emphasizing infrastructure development, job creation, and enhanced service delivery. Despite economic challenges and unmet revenue targets at both government levels, the County Government is dedicated to maintaining a robust fiscal framework. The County Executive has adopted an expenditure ceiling approach as a fiscal control measure, as stipulated in the PFM Act of 2012, ensuring a balanced expenditure level and implementing additional revenue enhancement strategies. The budget estimates for FY 2025/2026 amount to KES 18.15 Billion, including the conditional grants. Throughout the Budget preparation, process, extensive consultations were conducted to carefully assess trade-offs in financing various policy objectives and demands within the constraints of limited resources. The final Budget was aligned to key economic priorities outlined in the National Treasury Budget Policy Statement, as well as other essential policy documents such as Bottom- Up Transformation Agenda (BETA) Kenya Vision 2030, CIDP 2023– 2027, the Annual Development Plan 2025-2026, the County Fiscal Strategy Paper 2025, and the Governor’s Manifesto

    The Financial Year 2025/2026 County Annual Development Plan (CADP) was formulated in the model of the current Medium-Term expenditure framework MTEFand the third County Integrated Development Plan (CIDP). The plan was prepared in line with the requirements of the Public Financial Management Act 2012, 126 section 3 and under article 220 (2) of the Constitution 2010. the Plan contains the strategic priorities Programmes/Projects that shall be implemented during the FY 2025/2026. Despite the continued effects of covid 19 pandemic, Russian Ukraine War and locust's invasion that had led to the contraction of the global economy. The Budget preparation process in the medium term adopted the programme based budgeting approach where the sector working groups in the county formulated their respective sectors' budget proposal, policies and programmes with clear outputs, outcomes as well as performance indicators which are related to the achievements of the countys programme objectives'

    The County Annual Development Plan for the financial year 2025/2026 provides the basis for and marks the third year of implementation of the Third generation CIDP (2023-2027). It provides a framework for implementing County policies, programmes, projects and initiatives for each department. It therefore, forms the reference point and guides resource allocation to priority projects and programmes as indicated by the priorities in the 3rd year of the third generation CIDP 2023-2027, the public participation submissions, and the county flagship projects to be prioritized in the plan period 2025-2026. The process of identifying and prioritizing the projects and programmes to be implemented over the financial year 2025/2026 involved all stakeholders through participatory workshops and engagements. Through this process, the efforts at national and devolved levels of government, and other relevant public institutions, were coordinated at local level with due consideration to the economic, social, environmental, legal and spatial aspects of development for the benefit of local communities. References were made to the provisions of the County Government Act, (2012); Urban Areas and Cities Act, 2011; and the Public Finance Management Act (PFMA), 2012.     The Public Finance Management Act, 2012 provides for each County Government to prepare an Annual Development Plan (ADP) as one of the statutory documents obligatory in the annual budget preparation process. This is pursuant to Section 126 of the Public Finance Management Act (PFMA) 2012 and in accordance with Article 220 (2) of the Constitution. The ADP 2025/2026 provides a development framework with strategic interventions and programs that will guide the government in realizing its socio-economic transformation agenda. The ADP 2025/2026 is the 3rd annual implementation plan for the 3rd generation County Integrated Development Plan 2023-2027 themed ‘Making Meru Happy’. The government is focusing on building resilience across sectors to respond to economic shocks, climate change effects, and enhancing recovery from COVID-19. The development priorities in the plan are integrated with the existing global, national, and county blueprints namely; Kenya Vision 2030, MTP IV(BETA), Approved Meru County Integrated Development Plan 2023-2027, the Sustainable Development Goals (SDGs), Meru Vision 2040, and the County Spatial Plan. The priorities have also been aligned to the Governor’s manifesto and the development philosophy “Sustained Development” – the desire to do lasting and changing development for all.     In accordance with Article 220(2) of the Constitution of Kenya and section 126 of the Public Finance Management Act, 2012, the County Treasury prepared the County Annual Development Plan (CADP) for the FY 2025/2026. The plan provides a framework that will guide the implementation of priority development projects and programmes earmarked for the FY 2025/2026. It will focus at providing ways to address the development challenges facing the County in order to achieve its medium-term vision of “A wealthy County with healthy and secure people for shared prosperity.” This ADP was developed through a consultative, all-encompasing and participatory process where the county government conducted public participation forums at the subcounty level on 20th August 2024, receipt of memoranda and engaged the young generations through an X-space on 21st August 2024. These forums helps in ensring that the development agenda is people driven and all inclusive. In addition, in compliance with the relevant legislations, the 2025/26 FY ADP was prepared, in accordance with the principles contained in the national and international development agenda. As such the development objectives of the Medium Term Plan IV of the Kenya Vision 2030, the Bottom-up Economic Transformation Agenda (BETA) and the targets contained in the Sustainable Development Goals (SDGs) have been aligned to this ADP. In this regard, the ADP has identified county development objectives in all sectors and proposed programmes which are designed to meet the respective sectors development objectives
