Using Geospatial Analysis Tools to Improve Parcel Review Time and Accuracy
Access to geospatial analysis tools for all users can drastically improve workflows, timelines, and accuracy in your property review processes. Adoption of this type of process can also be used to review virtually ANY quarriable data from your CAMA system
Adapting Property Assessment and Taxation Policies in Response to Extreme Weather Events
Learn how Hurricane Ida’s impact led to a critical property reassessment under state disaster statutes. This session breaks down the timeline, process, and advanced technology used to evaluate damage and adjust home values accordingly. Gain valuable knowledge to navigate future natural disasters effectively. Don\u27t miss this essential discussion
From Audit to Action: Rebuilding Trust in Cook County’s Commercial Valuation System
The Cook County President’s Office has been working alongside the Property Tax Reform Group to identify and develop solutions to some of their property tax system’s most difficult problems. This session describes the results of this independent audit and how actionable solutions were developed
Using cutting-edge GIS: Technological transformation at the Valuation Office Agency (VOA)
The Valuation Office Agency (VOA) successfully generates Council Tax bands for 26m+ residences and Business Rates for 2m+ non-domestic properties, yielding over £60bn for Local Authorities in England and Wales. For several decades, the VOA has used a combination of specialist human knowledge and a relatively simple geospatial ecosystem. In 2019, the Business Systems Transformation (BST) programme was set up to address VOA’s longstanding technical debt and meet an aspiration to develop resilience to changes in government policy. This provided an opportunity to completely redesign the geospatial ecosystem, which is a core component of location intelligence used in property valuation. The tasks included the transformation of a) ageing technology; b) legacy geo-analytical processes; c) fragmented geospatial data governance; and d) limited geospatial data and science literacy. In 2023, BST successfully delivered VOA’s first enterprise-level Geographical Information System (GIS), VMS, with the following activities: 1. Incorporating business and users’ needs closely during the design of application, change management, and learning; and incorporating best practices from other organisations. 2. Reducing development time, cutting expenses, and enabling reconfiguration for any type of mapping by using a single source code to create various VMS versions. 3. Enabling the historical mapping, multi-criteria decision-making, and interactive exploration through linked views. 4. Using rigorous novel geo-analytics to redefine how VOA models and visualises the geographical homogeneity of valuation and link the properties to other geospatial intelligence. VMS is used daily by over 1000 users within the VOA. Users have reported improved productivity, quality, and an uplift in their working experience. Provision of variety of authoritative data layers (latest maps, aerial images, street views) in a single interface has made it easier to remain in a single workflow, rather than switching between windows. Use of government address data standards such as UPRN has reduced ambiguities in address search. Aside from operational users, VMS has also been a catalyst in the use of geospatial data, science and technology for automated valuation modelling and machine learning by data scientists
Parcel mapping in ArcGIS Pro workshop
The focus of this workshop will be on parcel mapping in ArcGIS Pro (using the topology model and / or the Parcel Fabric). The format will be lecture / demo. We’ll be discussing both using the topology model in ArcGIS Pro as well as using the Parcel Fabric in ArcGIS Pro. In both cases, we’ll discuss: The required migration processes - Necessary data preprocessing - Necessary data upgrades Demonstrate specific edit workflows including: - Transfer - Split - Remap. - Subdivisions. Other details to be addressed include: - Planning for the change - Platform requirements (server hardware and software) - PC considerations and requirements - Software licensing details - Training considerations - Specific workflow details - Updating downstream processes - Web services - Parcel data extracts / integrating tax data; etc - Customizing the interface - Attribute rules - Potential gotcha

Property tax and the use of technology in Singapore
Presents an overview of property tax administration in Singapore
Interpretable artificial intelligence: Moving beyond least-squares regression without the black box
There is growing interest in using AI within property valuation to transform how valuers and appraisers calibrate mass appraisal models. However, a primary risk of deep learning and tree-based AI methods in mass appraisal is the difficulty of verifying and defending the values they generate. This session explores a contrarian and lesser-known spectrum of AI-based learning techniques—methods that enhance market-based approaches while preserving model interpretability, offering benefits similar to mainstream AI approaches without sacrificing transparency. The session includes concrete quantitative examples of interpretable model calibration and will also touch on emerging hybrid approaches that synthesize latent information such as land rates and depreciation
Enhancing mass appraisal aractices through collaboration: A case study between the City of Cape Town and the City of Philadelphia
Between 2021 and 2022, the City of Cape Town\u27s mass appraisal team embarked on a transformative mentorship collaboration with the City of Philadelphia, focusing on enhancing mass appraisal methodologies. During this mentorship collaboration, the City of Philadelphia shared their innovative approaches to mass appraisal, allowing our team to learn from their experiences and valuable techniques that have since been adapted to our local context. A significant outcome of this collaboration was the beginning of a long-standing partnership and improvement in our processes and methodologies, leading to improved accuracy and fairness in property assessments The presentation will highlight the critical benefits of international collaborations, particularly between developed and developing nations, in the field of mass appraisal. By showcasing our experience, we aim to inspire other jurisdictions and organisations to pursue similar partnerships that foster knowledge exchange and innovation. We will also discuss the challenges encountered during this mentorship and how they were addressed, as well as the tangible improvements made in Cape Town\u27s mass appraisal practices as a result. This presentation seeks to highlight how mentorship and collaboration can serve as powerful tools for advancing mass appraisal methodologies globally, ultimately contributing to more equitable property valuation systems. Join us as we share our journey and its implications for future opportunities in mass appraisal
