Government Policies and Programmes for Tribal Development in West Bengal, 1947-2011

The present dissertation deals with the problems concerning the fate of the Scheduled Tribes in West Bengal between the years 1947 and 2011. It analyses this steps that have been taken by both the Centre and State Governments in this regard. A brief review of the existing literature on the subject serves as a Foreword to the discussion. The different viewpoints that have been advanced from time to time with regard to the policy to be under taken towards the tribal population of India have also been discussed a length. We have examined the measures undertaken by the State and Central Government with regard to the Scheduled Tribes of India under the following heads;- economy, education, health and social security. A concluding chapter rounds off the discussion

A study on doubt fuzzy BCK/BCI-algebras and other algebraic structures

Fuzzy set theories provide strict mathematical frameworks using vague phenomena and can be precisely and rigorously studied. The core theories in mathematics such as algebra, topology, lattices and analysis are subject to fuzzi cation. Many researchers have dealt with subalgebras, ideals, subimplicative ideals, P-ideals, H-ideals, implica- tive ideals, hyper structure etc. and their fuzzi cation. This study attempts to introduce a new class of algebraic structures in intuitionis- tic fuzzy set and interval-valued fuzzy set. The concepts of doubt intuitionistic fuzzy subalgebra/ideals, doubt intuitionistic fuzzy H-ideals, doubt intuitionistic fuzzy sub- implicative ideals, doubt intuitionistic fuzzy P-ideals and doubt intuitionistic fuzzy translations of doubt intuitionistic fuzzy sub-implicative ideals are introduced for BCK/BCI-algebra and their properties are duly characterized. The notion of direct product of two doubt intuitionistic fuzzy subalgebras and two doubt intuitionistic fuzzy H-ideals of two BCK/BCI-algebras has also been discussed and some related properties have investigated. We have also found that the direct product of two intuitionistic fuzzy sets becomes doubt intuitionistic fuzzy H-ideals and doubt intuitionistic fuzzy subalgebras if and only if for any t; s 2 [0; 1], upper and lower level sets are H-ideals or subalgebras of BCK/BCI algebra X Y . Results of doubt interval-valued fuzzy subalgebras and doubt interval-valued fuzzy ideals in BCK-algebras and BF-algebras are also provided. Cartesian product of two interval-valued fuzzy sets is de ned and its properties are established. The relation between doubt intuitionistic fuzzy ideals and an upper level and lower level cuts of BCK/BCI-algebra have also been explored. Besides doubt intuitionistic fuzzy hyper lters in hyper BE-algebras have also been established in the present work

Evolution of Public Libraries in Colonial Bengal: 1800-1947

Colonial rulers were almost indifferent to spread mass education in the country. Public libraries were established in town and villages in Bengal by the active initiative of common people to spread mass education. Evolution of 275 public libraries in Colonial Bengal during 1800-1947 have been taken in the study. It has framed to trace the genesis of public libraries in Colonial Bengal, to trace the gradual development of public libraries in Bengal, to trace the role of secret societies to develop public libraries, to trace the role of colonial public libraries in preservation as well as dissemination of knowledge, to trace the role of public libraries in social welfare activities, to trace the role of Bengal Library Association to create library awareness among people. A comprehensive list of primary as well as secondary sources used to trace the development of public libraries and community information need of the period. The study in its six chapters observed that most of the libraries during the period were the product of voluntary effort. Since approach of twentieth century public libraries were appearing as strong media to preach nationalism attaching themselves as a branch of secret societies. Rare books, journals, patriotic history and local history are found in their collection. In order to attract mass- base to the library, social services used to perform from the library. Present public library system of both west Bengal and Bangladesh are found as successor of Colonial Public library system in Bengal in many aspects

The Unity of Phenomenal Consciousness and The Unity Thesis: A Critical Study

Consciousness occupies a fundamental place in our daily life. Conscious experience always comes as a unified phenomenon. We find many different senses of ‘unity’. The main purpose of the thesis is to present a critical discussion of the unity of phenomenal consciousness and also the critical evaluation of the unity thesis proposed by Tim Bayne in his magisterial work entitled ‘The Unity of Consciousness’ published in 2010.The thesis is divided into seven chapters including introduction and concluding remarks. I begin my discussion with definition and nature of different types of consciousness in chapter 1. In the 2nd chapter I have focused only on the nature of phenomenal consciousness and also the possibility of the unity of phenomenal consciousness critically. In the third chapter of the thesis I have critically explored the nature of phenomenal unity and the unity thesis of consciousness following Tim Bayne. In the fourth chapter, I have considered some arguments in defense of the unity thesis. Some philosophers oppose the unity thesis and they argue on the basis of some facts of behaviourally and clinically disordered patients and claim that there are some kinds of breakdown of unity in consciousness of these persons. These opposite views have been discussed in chapter five. In chapter six, I discuss some recent criticisms against the mereological account and I have tried to respond from my own standpoint. In the concluding observations, I argue that there are some positive aspects to explain the nature of the unity of phenomenal consciousness without involving any kind of category mistakes. Again with the help of this thesis, I shall be able to explain the problem of consciousness effectively and get the plausibility of achieving a unique way to explain the historical problem without any ambiguity. Lastly, I think that the unity thesis of Tim Bayne is more revolutionary than the others to deal with the problem of consciousness like Kantian Copernican Revolution. After dwelling upon the arguments for and against of the unity thesis I came to the conclusion that the cases of disunity as shown by the opponents are nothing but the contextual manifestation of the unity. The whole matter can be represented in an argumentative form. The concept of disunity necessarily comes after the concept of unity. Without the existence of unity, there is no plausibility of the explanations of this disunity. Unity of phenomenal consciousness always remains as the locus of the socalled- disunity

Understanding the role of micro RNAs involved in seed physiology and related developmental processes using Arabidopsis thaliana as a model system

Post embryonic life of higher plants begins with the germination of dormant seeds. Mature seeds of most of the higher plants harbour dormant embryos and go through the complex process of germination under favourable environmental conditions. The germination process involves dynamic physiological, cellular and metabolic events that are controlled by the interplay of several gene products and different phyto hormones. Micro RNAs (miRNAs) are a major class of endogenous small non-coding RNAs of 19-22 nucleotides length. They have been implicated in various aspects of plant development and physiology. Some miRNAs have been shown to be important in seed development and germination. However, global expression pattern and role of miRNAs during stages and conditions of seed germination remains elusive. Using functional genomics approach, we have identified 58 miRNAs that are differently expressed and regulate target genes during various stages and conditions of seed germination in Arabidopsis. Amongst them 15 differentially expressed miRNAs were validated by quantitative Reverse Transcription Polymerase Chain Reaction (qRT-PCR).We identified miRNA targets, annotated their functions and analyzed their expression patterns. In majority of the cases, we observed a strong correlation between expression pattern of miRNAs and their targets indicating role of miRNA mediated post-transcriptional gene regulation in seed germination. Interestingly, the expression of miR390, which regulate the production of a trans acting-small interfering RNA (ta-siRNA), called tasiR-ARF correlates with that of Auxin Response Factor 2/3/4 (ARF2/3/4), targets of tasiR-ARF. We have showed that the germination efficiency and viability of seeds of ta-siRNA biogenesis pathway mutant allele sgs3- 11 are significantly altered under abiotic stress conditions, suggesting that both miRNAs, ta-siRNAs and their targets contribute to seed germination process under normal and stress conditions. Functional characterisation of miR165/166 using target mimic line seeds (eTM-miR165/166) suggests its role in seed viability and germination efficiency under normal and various abiotic stress conditions
